Government Contracting & Compliance Manager - Janitorial & Facilities

We are seeking a fractional Manager who combines expertise in Government Contracting (GovCon), Compliance, and AI Strategy to identify opportunities, manage RFPs, build relationships with Contracting Officers, and improve win rates through automation.

This role focuses on the janitorial and facilities management sector, supporting the organization’s nationwide expansion.

Key Responsibilities

• Maintain SAM.gov / GSA / state-level registrations and ensure compliance with FAR and labor standards.
• Identify, qualify, and lead the full proposal lifecycle (RFP/RFQ) — writing, pricing, compliance, submission, and debriefs.
• Attend pre-bid meetings, walkthroughs, and agency sessions (virtual/in-person) representing the organization.
• Develop strategic partnerships (subcontracting, teaming, joint ventures) and maintain a contact base with COs/primes/PTAC/SBA.
• Implement AI and automation tools (ChatGPT, Writer, GovAI, etc.) to speed up proposal creation, review, and compliance.
• Build dashboards for pipeline and performance tracking (ClickUp/CRM) with key metrics (win rate, costs, ROI).

Required:

• Authorized to work in the U.S.
• 5+ years of experience in GovCon / procurement / RFP management.
• Proven record of successful contract awards (federal, state, or local).
• Strong knowledge of FAR, SAM.gov, GSA, FPDS.
• Excellent writing, negotiation, and relationship-building skills.
• Reliability, discretion, and long-term commitment.

Preferred:

• Experience in janitorial/facilities services or multi-state contracts.
• Familiarity with GSA Schedules.
• Proficiency with AI tools (ChatGPT, Jasper, GovAI, Power BI, etc.).
• Established network within the government contracting ecosystem.
