THE ROLE

Job Overview

Happy Group is seeking a proactive and detail-oriented Government Contracts & RFP’s Specialist to identify, pursue, and secure new opportunities with city, county, and state entities.

This role focuses on discovering and managing RFPs, RFQs, and bid submissions, ensuring Happy Group’s services—from staging and equipment rentals to full-scale event production—are effectively represented in the public procurement space.

The ideal candidate understands government contracting procedures, RFP processes, and compliance requirements, and thrives in an environment that blends strategic business development with creativity and community impact.

Duties & Responsibilities

RFP & Bid Management

  • Proactively identify and track government and municipal RFPs, RFQs, IFBs, and bid opportunities related to event production, rentals, and live entertainment services.
  • Manage the entire bid lifecycle—from opportunity discovery and proposal writing to submission, follow-up, and post-award support.
  • Collaborate with internal teams to prepare competitive, compliant, and compelling proposal packages.
  • Maintain a database of open bids, deadlines, outcomes, and feedback to improve future submissions.

Government Outreach & Relationship Management

  • Build and sustain strong relationships with city, county, and state procurement officers, event planners, and public-sector stakeholders.
  • Represent Happy Group in government meetings, vendor outreach events, and community engagement opportunities.
  • Stay informed about agency budgets, event calendars, and procurement trends to forecast upcoming opportunities.

Contracts & Compliance

  • Ensure all bid submissions meet compliance standards, including insurance, licensing, and vendor registration requirements.
  • Support contract review and negotiation efforts in partnership with leadership and legal advisors.
  • Maintain accurate documentation and reporting for awarded contracts.

Strategic Development & Reporting

  • Develop and execute strategies to grow Happy Group’s government and public-sector business portfolio.
  • Prepare regular reports on RFP activity, bid success rates, and new opportunity pipelines.

Skills & Qualifications

Required:

  • Proven experience in government contracting, RFP/RFQ management, or public-sector sales.
  • Deep understanding of the bidding and procurement process within city, county, and state agencies.
  • Strong written and verbal communication skills with the ability to produce persuasive, well-structured proposals.
  • Highly organized, analytical, and comfortable managing multiple active bids and deadlines.
  • Familiarity with bid portals such as PlanetBids, BidNet, or GovWin.

Preferred (Bonus Skills):

  • Existing relationships with Southern California government or civic entities.
  • Experience in live events, entertainment, or production services.
  • Knowledge of government procurement compliance, including insurance and licensing standards.

Job Details

  • Job Type: Part-time (with Full-time potential)
  • Pay: $30.00 – $40.00 per hour, DOE
  • Schedule & Location: On-site at our Cerritos office, 3 days per week (e.g., Monday, Wednesday, Friday).
