YWCA Richmond is seeking a full-time Government Grants & Compliance Managerto support strategic implementation of all grant funding with a particular focus on government grants. This person will work closely with the Data, Evaluation and Outcomes Manager and the Senior Director of Operations, assisting in planning and monitoring all processes and procedures to ensure that we are compliant with all government grant requirements.
The Government Grants & Compliance Manager will take a leadership role in supporting all departments through data tracking, checkpoint meetings, creation of action plans and timelines if needed, and program support. The Government Grants & Compliance Manager will ensure that our departments understand the expectations, outcomes, deliverables, reporting and data tracking of each Government Grant that pertains to that team. The manager will focus on helping to increase efficiency and improve processes across departments to achieve these goals.
Role & Responsibilities:
Grant Administration & Compliance:
· Manage the full portfolio of federal, state, and local government grants.
· Ensure organizational compliance with all grant regulations, guidelines, and reporting requirements.
· Learn, navigate, and utilize various government grant management databases and submission portals (e.g., OGMS, GCMS, CAMS, WizeHive, JustGrants, ASAP, E-Snaps, etc.).
· Prepare and submit grant amendments, including budget revisions and scope modifications in conjunction with finance team.
· Lead and coordinate grant monitoring site visits, including scheduling, logistics, and follow-up documentation.
· Maintain accurate and up-to-date records of all compliance activities and reports.
· Maintain labor allocations for all grant-funded staff and ensure that internal stakeholders (HR, program staff, and finance) are updated regularly.
Planning and Process Improvement:
· Serve as a thought partner to program staff and leadership, aligning government grant activities with organizational and financial strategy, mission, and long-term priorities
· Research, prospect, recommend, and draft government grant opportunities to expand funding across the agency in collaboration with Advancement.
· Lead the design, implementation, and refinement of agency-wide grants management processes, ensuring efficiency, transparency, scalability, and change management.
· Develop and monitor KPIs, metrics, and spend-down dashboards to drive data-informed decision-making in collaboration with the Data Manager.
· Seeking feedback and proactively identify impediments, risks, and opportunities for improvement, applying process optimization to increase effectiveness.
Funders & Relationship Management:
· Serve as the primary liaison with government funders and grant monitors.
· Lead and document key communications, decisions, and action items from external funder meetings
· Coordinate and lead regular update meetings with program staff.
· Build and sustain collaborative relationships with external funding agencies and internal program teams ensuring strong communication and responsiveness.
Financial Oversight & Reporting:
· Collaborate with Finance to review, approve, and follow up on all grant-related invoices.
· Track budget expenditures and provide timely updates on spending status.
· Ensure timely submission of all required financial and programmatic reports through the appropriate funder systems.
Training & Capacity Building:
· Identify and coordinate training required by specific grants for staff, contractors, or partners.
· Provide internal training to staff regarding compliance, documentation standards, and reporting requirements.
Internal Cross-Team Collaboration:
· Partner with internal program and operation teams to ensure seamless coordination across the grant lifecycle
· Establish standardized communication workflows to improve alignment between grantors, grantees, and internal stakeholders.
· Act as a connector across teams, breaking down silos and fostering a culture of collaboration and shared accountability
Monitoring & Evaluation:
· Maintain a comprehensive system for tracking reporting deadlines, monitoring findings, and corrective actions.
· Coordinate with internal departments to gather accurate data for reporting and internal audits for ongoing compliance with grant requirements
· Ensure follow-through on all funder requests, audit findings, and monitoring feedback.
Education & Experience:
· Bachelor’s degree in Nonprofit Management, Public Administration, Business Administration, or related field (Master’s preferred).
· Minimum 5+ years of experience in government grant management, compliance, or nonprofit administration.
Required Knowledge:
· Strong knowledge of federal, state, and local funding requirements.
· Demonstrated ability to learn and effectively use multiple government grant databases and submission portals (e.g., OGMS, GCMS, CAMS, WizeHive, JustGrants, ASAP, E-Snaps).
· Demonstrated ability to manage multiple grants, deadlines, and funder relationships.
· Excellent written and verbal communication skills.
· Strong organizational skills, attention to detail, and ability to work both independently and collaboratively.
Job Type: Full-time
Pay: $65,000.00 - $75,000.00 per year
