The Grant Evaluator & Development Specialist supports Educational Service District 105 by implementing evaluation activities for assigned grant-funded programs and providing limited grant development support. The position collects, analyzes, and reports data to demonstrate outcomes, support continuous improvement, and meet state and federal reporting requirements. The role collaborates with program leadership and stakeholders to strengthen program implementation and contributes evaluation information to grant proposals and funding efforts.
Prepare and coordinate required grant reporting and documentation, including annual and periodic performance reports, monitoring records, and compliance materials to meet state and federal requirements.
Develop, maintain, and manage data tracking systems, evaluation tools, and documentation processes used to monitor progress toward grant objectives and performance measures.
Collaborate with project directors and program staff to align evaluation activities with program goals, provide data feedback, and support ongoing program improvement and short-cycle learning.
Engage agency staff, partner organizations, districts, and community stakeholders through meetings and consultation to gather input, communicate findings, and support program operations.
Provide evaluation data, needs assessments, outcome summaries, and required documentation to assist leadership in the preparation of grant applications and continuation funding proposals.
Prepare summaries, visualizations, and presentations of evaluation findings to inform leadership planning and organizational decision-making.
Knowledge of:
Program evaluation principles, performance measurement, and continuous improvement processes
Grant-funded program requirements and general state and federal reporting expectations
Data collection methods, documentation standards, and recordkeeping practices
Quantitative and qualitative data analysis concepts
Educational, behavioral health, or community-based service program environment
Professional writing standards for reports, summaries, and technical documentation
Skill in:
Analyzing and interpreting data to identify trends and program outcomes
Developing reports, dashboards, and data visualizations for varied audiences
Using spreadsheets, databases, and data management tools
Organizing information and maintaining detailed documentation systems
Communicating technical information clearly in writing and presentations
Coordinating timelines and managing multiple projects simultaneously
Ability To:
Apply established evaluation protocols and reporting procedures
Collaborate with program staff, leadership, and external stakeholders
Translate complex information into practical recommendations
Maintain confidentiality and handle sensitive data appropriately
Work independently with general supervision and meet deadlines
Adapt to changing grant requirements and priorities
Education:
Bachelor’s degree in education, social sciences, public administration, psychology, research, evaluation, data analytics, or a closely related field.
Experience:
Two (2) years of professional experience in program evaluation, data analysis, grant reporting, program monitoring, or implementation support in an educational, governmental, nonprofit, or community-based organization. OR An equivalent combination of education and relevant professional experience demonstrating the knowledge and skills required to perform the essential functions of the position.
Background Requirements:
Successful completion of a Washington State Patrol WATCH check is required. A fingerprint based background check through the Washington State Patrol and FBI in accordance with OSPI and district policy.
Preferred Qualifications:
Master’s degree in a related field
Experience working with federally or state funded grants
Experience with program outcome reporting or performance measures
Experience in educational or behavioral health programs
Bilingual/biliterate (English/Spanish)
Work Environment:
Work is performed primarily in an office setting at ESD 105 with extensive computer-based work related to data analysis, reporting, and grant documentation. The role involves regular collaboration with program staff, leadership, districts, and community partners through meetings and virtual communication. Occasional regional travel may be required to support program evaluation and grant activities.

Sitting for extended periods while performing computer-based work such as data analysis, documentation, and report preparation.
Using hands and fingers for typing, navigating electronic systems, and operating standard office equipment.
Viewing computer screens and reading detailed documents and data reports.
Speaking and hearing to participate in meetings, trainings, and virtual collaboration with staff and partners.
Frequent (33-66% of the time):
Standing and walking during meetings or site visits
Presenting information and facilitating discussions with staff, districts, or community partners.
Carrying light materials such as files, laptop, or training materials (up to approximately 10 lbs.)
Occasional (up to 33% of the time):
Driving to districts, partner agencies or training locations within the region.
Lifting and transporting materials or equipment up to 45 lbs.
Reaching, bending or setting up meeting or presentation materials.
