Job Summary
The Grassroots & Coalitions Director will lead statewide efforts to convene businesses and allied stakeholders and coordinate their advocacy in support of a forward-looking energy strategy for Pennsylvania and community-backed development of data centers. This role builds, activates, and sustains a broad coalition—including but not limited to employers, local elected officials, labor, trade associations, civic leaders, and non-profits—to advance growth policies, educate the public, and mobilize supporters across the Commonwealth.

About the Pennsylvania Energy & Innovation Institute (PEII)

PEII—an initiative of the PA Chamber Foundation—serves as the statewide convener for shaping Pennsylvania’s energy landscape, developing and championing a forward-looking plan that fosters innovation and economic growth, attracts investment, creates jobs, and ensures the Commonwealth remains a global energy leader.

Duties

Coalition Building & Stakeholder Engagement

  • Design and execute a diverse statewide coalition strategy that recruits and aligns key stakeholders; maintain a living stakeholder map and tiered engagement plan for Investors, Steering Committee, and Executive Committee members.
  • Convene working groups and roundtables that connect energy producers, grid/transmission partners, end-users, data center operators, and other relevant stakeholders to coordinate messaging and advocacy.
  • Grassroots Mobilization & Campaigns
  • Build and manage a comprehensive public affairs program to educate, motivate, and mobilize supporters in favor of capitalizing on economic development opportunities and expanding Pennsylvania’s energy future.
  • Track key economic development projects statewide; recruit, organize, and mobilize supporters to advocate for those projects.
  • Plan and deliver high-impact advocacy moments (e.g., “Energy & Innovation Day at the Capitol” and municipal meetings) that pair stakeholder convenings with targeted policymaker engagement.
  • Research, Messaging and Content
  • Translate Institute strategy and research into accessible content: talking points, op-eds, briefing memos, district packets, and social/digital assets; coordinate narrative development in all areas of the Commonwealth.
  • Partner with polling and research vendors to test perceptions and refine messages.
  • Events & Partnerships
  • Lead stakeholder convenings, briefings, and public forums (including agenda development, speaker recruitment, logistics, run-of-show) in collaboration with PA Chamber and PEII leadership.
  • Coordinate with corporate partners, utilities/EDCs, and community leaders to showcase projects and secure endorsements.
  • Policy Alignment & Advocacy Operations
  • Work with PA Chamber partners to align coalition activities to priority issues (i.e. permitting reform, grid reliability/resource adequacy, hydrogen/SMRs, carbon management, energy efficiency) and to support legislative goals.
  • Maintain compliance with applicable lobbying, ethics, and disclosure requirements; develop SOPs and training for volunteers/partners.
  • Additional Responsibilities:
  • Works in cooperation with Chamber internal department, e.g. Events, Marketing, Communication etc.
  • Represents the Chamber and President at various functions.
  • Attends Chamber staff meetings and other company events as required.
  • All other related tasks as deemed appropriate by management.

Education:

*A bachelor’s degree preferred plus 5+ years in grassroots organizing, coalition management, public affairs, or advocacy campaigns; statewide experience preferred.

*Demonstrated success building bipartisan coalitions and coordinating complex, multi-stakeholder initiatives.

*Working knowledge of Pennsylvania’s energy ecosystem and issues relevant to AI/data center development (grid capacity, permitting, community impacts).

*Strong writing and message development skills; ability to translate technical topics for general audiences.

*Experience with polling/research, CRM and digital advocacy platforms, and event production.

*Comfortable engaging senior executives, public officials, and local leaders; media readiness a plus.

Storytelling & Persuasion: Craft clear, credible narratives that address concerns and highlight local benefits. Execution & Operations: Plan and run events, manage timelines/budgets, and keep many partners moving in sync.

All PCI Services employees must display a positive, collaborative attitude and must possess the ability to effectively interact with coworkers, members, and the public. Additionally, all PCI Services employees must be cognizant of their individual role as a public representative of the PA Chamber and convey a professional organizational image. This position is exempt and is compensated based on a set salary. This position supervises others. Duties and responsibilities are subject to change with or without notice.

Pay: $80,000.00 per year
