JOB SUMMARY


This position is responsible for reading electric & water meters to record usage data. This position assists linemen in the installation, repair and maintenance of the city’s electric utility system and Telecommunications System Outdoor Plant.


ESSENTIAL FUNCTIONS


  • Reads electric and water meters to determine usage and rereads meters as needed.
  • Reports malfunctioning meters.
  • Completes work orders including initiating and discontinuing service as assigned.
  • Assists the lineman in the construction, maintenance and repair of overhead electrical distribution lines, including setting poles, stringing wires, and the installation of overhead transformers.
  • Assists the lineman in the construction, maintenance and repair of underground electrical distribution lines.
  • Assists in excavations and in installing underground conductors and conduits, transformers, switch gears, switching cabinets, concrete vaults and fault indicators.
  • Terminates underground conductors.
  • Operates a variety of equipment used in the installation of underground and overhead lines, including digging tools, trenchers, backhoes, and related equipment.
  • Restocks truck with materials and supplies, fuels truck and equipment, cleans and maintains truck, tools and equipment.
  • Sets up safe work zones and flags traffic at work sites.
  • Responds to after-hours emergencies.
  • Performs related duties.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION


  • Knowledge of water and electric meters including locations and reading routes.
  • Knowledge of the tools and techniques used in the construction and maintenance of overhead and underground electric utilities.
  • Knowledge of safety precautions involved in working on and in proximity to energized lines.
  • Knowledge of the materials used in the construction, maintenance and repair of an electric utility system.
  • Skill in the operation of specialized vehicles, tools and equipment.
  • Skill in participating outage restoration activities.
  • Skill in establishing safe work sites and in flagging traffic.
  • Skill in oral and written communication.
  • Ability to operate forklift and heavy machinery.
  • Ability to experience bucket training.

SUPERVISORY CONTROLS


The Electric Director/Lineworker Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.


GUIDELINES


Guidelines include the APPA Safety Manual, Electric Cities of Georgia Construction Specification Book, EPA rules and regulations, and other federal, state, and local energy and energy delivery regulations. These guidelines require judgment, selection and interpretation in application.


COMPLEXITY/SCOPE OF WORK


  • The work consists of related meter reading duties.
  • The purpose of this position is to participate in the reading of utility meters. Successful performance helps ensure accuracy of utility billing information.
  • The work consists of related electric system construction, repair and maintenance duties. Inclement weather contributes to the complexity of the position.
  • The purpose of this position is to assist in the construction, repair and maintenance of the electric utility. Success in this position contributes to the efficiency and effectiveness of system operations.

  • Contacts are typically with co-workers, other city employees, contractors, representatives of other public utilities, and members of the general public.
  • Contacts are typically to provide services, to give or exchange information, or to resolve problems.

PHYSICAL DEMANDS/ WORK ENVIRONMENT


  • The work is typically performed while intermittently sitting, standing, walking, bending, crouching or stooping. The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed outdoors, occasionally in hot, cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY


None.


MINIMUM QUALIFICATIONS


  • High School Diploma or Equivalent.
  • Two years of related experience required.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
