Boulder County Public Works is seeking to hire a Hazardous Waste Program Manager. The Hazardous Materials Program Manager performs a variety of professional and technical duties related to the County's Hazardous Materials Management Program. This is a full-time, benefited position. This position will work Tuesday - Saturday, 8:00am - 4:30pm at the Hazardous Materials Management Facility located at 1901 63rd St, Boulder, CO 80301. Under Fair Labor Standards Act (FLSA). this position is exempt.

Boulder County requires its employees to
reside in the state of Colorado as of the first day of work.

Hiring Salary Range
: $92,376.00 - $112,692.00 Annually

Tentative Hiring Timeline:
  • Phone Screening: October 3rd
  • First Round Interviews: October 6th
  • Second Round Interviews: October 9th
  • Reference Check: October 8th


New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers bountiful benefits, including pension contributions.

Examples of Duties

  • Management, supervision and coordination of the Hazardous Materials Management Program, facility and events
  • Develops and administers program goals, objectives and operating guidelines for hazardous materials management program
  • Supervises and fosters professional development of program staff including conducting performance appraisals, counseling employees concerning performance and recommending personnel actions in the area of hiring, termination and discipline
  • Builds a collaborative and supportive team culture in the Resource Conservation department
  • Manage and monitor community participation agreements, budgets, contracts, and regulatory compliance issues
  • Effectively manages relationships with vendors and community partners. Supports and maintains seamless interagency operations
  • Oversees customer service to residents and very small quantity generator businesses
  • Manages the development and implementation of outreach programs to businesses and residents
  • Serves as authority for interpreting and complying with Federal, State and local regulations pertaining to hazardous materials management, hazardous waste packing and shipment, universal wastes, solid wastes, and worker health and safety
  • Monitors and manages program data collection, outcomes, and reporting
  • Manages compliance with all applicable policies, procedures and regulations governing the program
  • Performing basic and analytical tests to identify and classify unknown products and chemicals and provides training to other staff on how to perform tests. Operates, and supervises other staff to operate a forklift to move hazardous materials and other equipment; Responds to minor emergency situations that may result in exposure to hazardous materials, toxic substances, minor chemical spills and fires; maintains records and data
  • Develops correspondence and articles for official use and public information; makes recommendations to supervisors regarding needed changes in policies and procedures
  • Performs special research or projects as needed
  • Attends a variety of meetings, conferences and training sessions
  • Makes presentations to various groups as necessary
  • Contributes to the development of new regulations and policies, and the revision of existing regulations and policies
  • Serves as a resource for other staff members concerning technical or professional problems
  • Serves as a liaison to relevant local. state, and national organizations
  • Involved in a leadership role in a relevant professional organization
  • Performs related duties, as required
  • May be reassigned in case of emergency situation

Required Qualifications

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of eight years of combined education and experience in toxicology, chemistry, environmental health, environmental science, technical tasks related to hazardous materials management or related field, including one year of supervisory experience.
Additional related education may count towards the required experience.

Supplemental Information

PREFERRED QUALIFICATIONS:
  • Certification or ability to become certified for CHMM (Certified Hazardous Materials Manager). OSHA 40 hour (Hazardous Waste Operations). CPR and First Aid, and to complete other applicable training
  • Work experience related to household hazardous waste collection programs, and/or hazardous waste management preferred
