CCL are collaborating with a client based in Bahrain to recruit a Head of Asset Management to oversee and manage the financial, and operational performance of the company’s growing portfolio of infrastructure assets. The ideal candidate will bring deep experience in PPP (Public-Private Partnership) projects, strong commercial acumen, and the ability to optimize value creation across multiple assets and sectors.
This role will be responsible for overseeing the lifecycle performance their projects across multiple infrastructure sectors, ensuring proper governance, risk management, compliance, and long-term sustainability in alignment with the company’s strategic objectives. The role would also include developing and mentoring a team of asset managers, to monitor the financial and operational performance of the projects, with the aim to enhance value for shareholders through suitable optimisations.
Responsibilities:
Strategic Asset Management

Develop and implement the companies asset management strategy to maximize value, performance, and return on investments.

Lead portfolio planning, monitoring, and performance optimization across all assets.

Provide strategic insights and recommendations to senior management and the board for IRR protection and enhancement
Construction and Transaction Oversight

Oversee the performance and compliance of PPP assets, ensuring adherence to concession agreements and regulatory frameworks.

Manage relationships with government stakeholders, regulators, and SPVs in PPP structures.

Construction oversight to manage project timelines and construction cost Interface with IE and lenders during construction
Operational Management

Monitor concession compliance regularly

Monitor financial, technical, and operational KPIs across the PPP lifecycle (development, construction, operations).

Oversight of O&M contractors against KPIs and benchmarking cost efficiency
Commercial & Financial Management

Oversee financial models, budgets, forecasts, and long-term projections for all assets.

Support the sponsor team in financial closure activities and take handover of the project from the development team

Monitor lender/ covenant compliance, Suggest refinancing opportunities during operational phase.

Lead and manage contractual claims, compensation events, and dispute avoidance strategies with EPC contractors and authorities

Concession expiry and extension strategy
Performance Monitoring & Reporting

Establish structured reporting frameworks for asset performance, risk, commercial updates, and financial health.

Present periodic asset performance reports to leadership, Board, and partners.

Drive data-driven decision-making to enhance asset value and mitigate risks.
Governance & Compliance

Ensure compliance with contractual obligations, regulatory requirements, audit processes, and company policies.

Lead risk management strategies across the asset portfolio.
Stakeholder & Relationship Management

Serve as key point of contact with joint venture partners, government entities, lenders, contractors, and O&M providers.

Manage JV agreements and update the management on a timely basis

Drive strong communication and collaboration with internal departments including finance, legal, business development, and operations.

Team Leadership

Build, mentor, and guide an asset management team with strong analytical and operational capabilities.

Experience & Qualifications:

Bachelor’s degree in Engineering, Finance, Business Administration, or related field; Master’s preferred.

10–15+ years of experience in asset management, project finance, or PPP projects within infrastructure, utilities, or related sectors.

Proven track record managing assets under PPP frameworks (e.g., BOO, BOOT, DBFO).

At least one full PPP lifecycle exposure (construction → steady-state operations)

Direct interaction with lenders and authorities, not just advisors

Strong understanding of concession agreements, financial structuring, O&M performance, and risk management.

Experience working with government entities, regulators, or multilateral institutions is a strong advantage.

Leadership experience with the ability to manage multidisciplinary teams.
