Location: Dubai, UAE (Back Office Operations)

Role Overview

We are seeking a seasoned Head of Compliance to lead our regulatory efforts from our Dubai operations hub. As a dual-licensed entity (MSB and PSP) in Canada, we require a leader who deeply understands the Canadian fintech ecosystem. You will be the primary guardian of our regulatory standing, ensuring that our innovative payment platforms remain fully compliant with FINTRAC and Bank of Canada requirements.

Key Responsibilities

  • Regulatory Leadership: Act as the subject matter expert for all Canadian AML/ATF regulations (FINTRAC) and the Retail Payment Activities Act (Bank of Canada).
  • Framework Development: Build, implement, and maintain robust compliance manuals, Risk Assessment frameworks, and standard operating procedures (SOPs).
  • Reporting & Filings: Oversee the submission of Threshold Reports (LCTR/EFTR), Suspicious Transaction Reports (STRs), and annual reporting requirements for both MSB and PSP licenses.
  • Audit Management: Lead internal and external compliance audits and manage the relationship with Canadian regulators during examinations.
  • Platform Oversight: Collaborate with product and tech teams to ensure "compliance by design" within our fintech payment platforms.
  • Global Coordination: Bridge the gap between Canadian regulatory expectations and our Dubai-based back-office operations.

Candidate Requirements

  • Experience: 5+ years in senior compliance roles, specifically within the FinTech, PSP, or MSB sectors.
  • Jurisdictional Knowledge: Expert-level understanding of the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) and the Retail Payment Activities Act (RPAA).
  • Technical Savvy: Hands-on experience with automated AML monitoring tools and payment settlement workflows.
  • Location: Currently based in or willing to relocate to Dubai, with a clear understanding of working for a North American entity.
  • Certification: ACAMS or ICA certification is highly preferred.

Pay: AED18,000.00 - AED25,000.00 per month
