Head of Facility Services

The Head of Facility Services is responsible for overseeing the management and maintenance of the Company’s Dammam office buildings, export terminal, and staff accommodation facilities. The incumbent will direct and supervise all maintenance and upkeep activities in accordance with Company policy and standards, coordinating closely with the Local Communications Manager and the Office Services Department. This role also encompasses the provision of transportation and vehicle maintenance services for the department, ensuring all facilities and services are maintained to the highest operational standards.


Key Responsibilities

Facility Operations & Maintenance

  • Oversee the day-to-day operations, maintenance, and upkeep of all Company facilities including office buildings, the export terminal, and staff accommodation in Dammam.
  • Identify key maintenance requirements and implement preventive and corrective maintenance programmes to ensure facilities remain safe, functional, and compliant with Company standards.
  • Develop and manage maintenance schedules, service level agreements (SLAs), and work order systems to ensure timely resolution of facility issues.
  • Conduct regular facility inspections and audits to identify deficiencies and drive continuous improvement.

Staff Accommodation Management

  • Ensure staff accommodation is maintained to a high standard of cleanliness, safety, and comfort in line with Company policy and KSA regulatory requirements.
  • Oversee housekeeping, catering coordination, and amenity management for residential facilities.
  • Address and resolve accommodation-related issues and complaints in a timely manner.

Export Terminal Facility Support

  • Coordinate facility maintenance and support services for the export terminal, ensuring operational continuity and compliance with safety and environmental standards.
  • Liaise with terminal operations teams to align facility services with production and logistics schedules.

Transportation & Vehicle Management

  • Manage the provision of transportation services for the department, including scheduling, fleet allocation, and driver coordination.
  • Oversee vehicle maintenance programmes to ensure the fleet is safe, roadworthy, and compliant with local regulations.
  • Monitor vehicle utilisation, fuel consumption, and maintenance costs to optimise fleet efficiency.

Vendor & Contract Management

  • Source, evaluate, and manage relationships with external facility service providers, maintenance contractors, and suppliers.
  • Negotiate and administer service contracts, ensuring quality standards, cost control, and timely delivery of services.
  • Monitor contractor performance against agreed KPIs and SLAs.

Budget & Cost Management

  • Prepare and manage the annual facility services budget, ensuring cost-effective delivery of all maintenance and service activities.
  • Track expenditure, identify cost-saving opportunities, and report on budget performance to senior management.

Health, Safety & Compliance

  • Ensure all facility operations comply with KSA building codes, fire safety regulations, environmental standards, and Company HSE policies.
  • Coordinate with HSE teams to conduct safety drills, risk assessments, and emergency preparedness planning across all managed facilities.
  • Maintain accurate records and documentation for audit and regulatory compliance purposes.

Team Leadership & Coordination

  • Direct and supervise the facility services team, including maintenance staff, drivers, and support personnel.
  • Coordinate activities with the Local Communications Manager and Office Services Department to ensure seamless service delivery.
  • Set team objectives, conduct performance reviews, and identify training and development needs for direct reports.

Qualifications & Experience

  • University degree in Business Administration or equivalent (mandatory as per Company requirement).
  • 5–7 years of experience in facility management or public services, including at least 3 years of supervisory experience in a role responsible for delivering similar services.
  • Proven experience managing multiple facility types (offices, residential accommodation, industrial/terminal facilities) is strongly preferred.
  • Experience working in the GCC region, with a solid understanding of KSA building regulations, labour laws, and compliance requirements.
  • Background in an industrial or manufacturing environment is a distinct advantage.
  • Professional certifications in Facility Management (e.g., IFMA CFM, BIFM) are desirable.

Key Skills & Competencies

  • Strong leadership and supervisory skills with the ability to manage diverse teams and multiple service lines.
  • Excellent organisational and project management skills with the ability to prioritise and manage competing demands.
  • Solid understanding of building maintenance systems, HVAC, electrical, plumbing, and general facility infrastructure.
  • Strong vendor and contract management capabilities.
  • Budget management and cost control experience.
  • Effective communication skills in English; Arabic language proficiency is a strong advantage.
  • Problem-solving mindset with a hands-on, service-oriented approach.
