Head of Regulatory and Compliance

About the Role

We are seeking a highly experienced, hands-on Head of Regulatory and Compliance with extensive global telecommunications regulatory experience to lead regulatory affairs and compliance across multiple international markets. Based in Dubai, this role requires a proactive leader who not only shapes regulatory strategy but also drives practical compliance execution across diverse jurisdictions.

Key Responsibilities

Regulatory Strategy & Hands-on Execution

• Lead and execute comprehensive regulatory strategies across multiple countries, ensuring alignment with business objectives and regional/local regulations.
• Stay ahead of global telecom regulatory trends and ensure the company’s operations remain fully compliant and competitive.
• Manage licensing, spectrum, and regulatory filings with precision and timeliness in all operating markets.
• Act as the primary point of contact for regulators, government agencies, and industry associations globally.

Compliance Management & Risk Mitigation

• Develop and maintain a hands-on, pragmatic compliance framework that addresses complex telecom regulatory requirements across various regions.
• Conduct regular compliance audits and risk assessments, driving corrective actions and continuous improvement.
• Oversee compliance with anti-bribery, data privacy, competition law, and other relevant regulations.
• Lead training programs to build compliance awareness across the global organization.

Cross-Market Coordination & Leadership

• Collaborate closely with Legal, Commercial, Finance, and Technology teams to embed regulatory requirements into all business functions and initiatives globally.
• Support new market entries, joint ventures, and acquisitions with regulatory due diligence and compliance support.
• Manage regulatory investigations, audits, and disputes worldwide, coordinating with external counsel and regulators.

Team Building & Development

• Build, lead, and mentor a strong, geographically dispersed regulatory and compliance team.
• Drive operational excellence and ensure all team members maintain up-to-date regulatory knowledge.

Qualifications & Experience

• Bachelor’s degree in Law, Telecommunications, Business, or related field; advanced degree preferred.
• Minimum of 10 years’ progressive, hands-on experience in telecommunications regulatory affairs and compliance, including multi-market and global exposure.
• Proven expertise managing telecom regulatory frameworks across different countries and regions.
• Strong track record in licensing, spectrum management, regulatory filings, and compliance enforcement.
• Experience working directly with regulators and industry bodies at the regional and international level.
• Excellent leadership, communication, and negotiation skills.
• Familiarity with compliance tools, audit procedures, and risk frameworks.
