PAY AND BENEFITS


Annual Pay Range: $116,470.04 - $157,234.07

Hourly Pay Range: $55.995210 - $75.593303

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS


Clackamas County’s Housing & Community Development Division seeks a strategic and experienced Finance Manager to lead a complex portfolio of public funds supporting housing, homelessness, and community development programs. This is a high-impact leadership role overseeing financial operations across a multi-entity environment, including both county programs and the Housing Authority of Clackamas County.

You will lead financial strategy and operations across:

  • Multiple funding streams (federal, state, local, and partnership-based)
  • Housing programs and real estate portfolios
  • Two coordinated but distinct financial teams

This role offers the opportunity to modernize processes, strengthen financial systems, and influence the long-term fiscal strategy for a growing, mission-driven division.

What You Will Do

Provide high-level oversight of all finance functions, including:

Lead Financial Strategy & Operations

  • Oversee budgeting, forecasting, reporting, and financial analysis across a diverse portfolio of programs and funds
  • Manage cash flow, operating revenue, and long-term financial planning
  • Align financial structures across multiple fiscal calendars and funding requirements

Oversee Contracts & Funding Execution

  • Lead and oversee the contracts and procurement function supporting housing and community development programs
  • Ensure contracts are developed, executed, and monitored in compliance with applicable federal, state, and county regulations

Strengthen Systems & Compliance

  • Ensure compliance with applicable regulatory frameworks (federal, state, and local)
  • Lead development and improvement of internal controls, cost allocation methodologies, and financial policies
  • Oversee audits, financial reporting, and consolidated statements

Drive Improvement & Insight

  • Identify gaps in financial workflows and implement scalable, sustainable solutions
  • Translate complex financial data into clear insights for executive leadership and boards
  • Support strategic decision-making with data-driven analysis

Lead & Develop Teams

  • Oversee and develop two finance teams supporting program operations and housing authority functions
  • Build team capacity, improve financial literacy across the division, and foster a culture of accountability and continuous improvement

  • Has experience managing complex budgets, multiple funding sources, or regulated financial environments

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of eight (8) years of progressively responsible advanced-level professional accounting, financial analysis, and reporting, and audit experience that would provide the required knowledge and skills to perform the duties of the role
    • A minimum of three (3) years of experience must have been in a leadership or program management role with supervisory responsibilities
  • Experience managing complex, multi-fund or multi-entity financial environments, including budgeting, forecasting, and financial reporting
  • Experience working in a regulated financial environment (e.g., government, nonprofit, housing, or grant-funded programs) with responsibility for compliance and reporting
  • Experience developing or implementing internal controls, financial policies, or cost allocation methodologies
  • Experience supporting financial audits, including preparing documentation and responding to auditor requests
  • Working knowledge of GAAP, with exposure to fund accounting principles and/or GASB standards

Preferred Special Qualifications/ Transferrable Skills:*

  • Experience with government finance, housing authorities, or public sector fund accounting
  • Experience managing or overseeing federal or state grant funding (e.g., HUD, CDBG, HOME, or similar programs)
  • Experience with contracting, procurement, or compliance requirements tied to public funding
  • Experience preparing or reviewing Annual Comprehensive Financial Reports (ACFR) or similar reports
  • Experience supporting real estate, housing, or asset-based financial operations
  • Possession of an active Certified Public Accountant (CPA) license, in good standing

Pre-Employment Requirements:

  • Must pass a criminal history check, which may include national or state fingerprint records check

WORK SCHEDULE


This position is included in the county’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework, subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager at the time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

The Housing and Community Development Division (HCD), within the Department of Human Services, manages programs to provide decent housing and economic opportunities, community improvement, and affordable housing projects and housing rehabilitation loan programs for low and moderate-income residents of the County. HCD comprises the Housing Authority of Clackamas County (HACC) and the Community Development Division.

The Housing and Community Development Division (HCD), within the Department of Health, Housing & Human Services, manages homeless services programs and programs to provide housing and economic opportunity, community improvement and rehabilitation, and affordable housing development for low and moderate-income residents of Clackamas County.
