Position Summary

Serves as the County’s designated SHIP Administrator and Housing Services Manager, leading the planning, implementation, and oversight of housing programs in partnership with local jurisdictions. Coordinates the strategic use of grant funds to preserve and expand affordable housing, ensure regulatory compliance, and support long-term community development goals.

Essential Functions

  • Serves as the County’s designated SHIP Administrator, responsible for all aspects of program planning, implementation, fiscal oversight, compliance, and statutory reporting per Florida Statute 420.907.
  • Leads the development and implementation of the Local Housing Assistance Plan (LHAP), integrating data analysis, stakeholder input, and interdepartmental and interjurisdictional collaboration—including with the City of Palm Coast—to guide the strategic use of SHIP funding in alignment with applicable Comprehensive Plans, Land Development Codes, and zoning policies.
  • Research and pursues additional state, federal, or philanthropic funding opportunities to expand affordable housing programs; prepares or contributes to grant applications, implementation and compliance reports as needed.
  • Develops and maintains partnerships with lenders, financial institutions, builders, credit counselors, realtors, and nonprofit partners to support housing access and affordability.
  • Monitors and interprets state legislative activity affecting affordable housing and provide guidance to County leadership on policy impacts and opportunities.
  • Prepares, reconciles, and submits required reports, including the Annual Report and Local Housing Incentive Strategies review, to the Florida Housing Finance Corporation (FHFC).
  • Manages multi-year grant budgets and expenditure tracking; ensures accurate documentation of client demographics, project expenditures, and income qualifications.
  • Supervises and supports the Housing Program Coordinator, providing policy guidance, coaching, and oversight of day-to-day implementation activities. Ensures program effectiveness through collaborative planning, task prioritization, and ongoing compliance monitoring.
  • Establishes policies and procedures for SHIP-funded construction and rehabilitation projects; oversees program compliance and quality assurance, with coordination and contractor interaction delegated to assigned staff.
  • Coordinates with Grant and Project Accountant to submit check requests, purchase orders, and project strings in coordination with Finance and Procurement to support housing-related expenditures and closings.
  • Responds to payoff requests by calculating amounts due and preparing payoff letters for lenders or title companies; coordinates lien satisfaction requests with the County Attorney’s Office and ensures proper recordation with the Clerk of Court; tracks receipt of program income and submits deposits in compliance with SHIP requirements.
  • Writes and advertises legal and display notices. Prepares marketing and outreach plan in accordance with SHIP statues.
  • Prepares staff reports, presentations, and policy briefings for leadership and Board consideration; advises and coordinates with the Health and Human Services Director on developing housing strategies and communication approaches to support interdepartmental coordination and public engagement including interpretation of program data, funding impacts, and community input to inform decision-making.
  • Responds to inquiries from contractors, vendors, and community partners regarding program opportunities, compliance expectations, and collaborative initiatives; refers direct client inquiries to appropriate staff within the department.
  • Develops Requests for Proposals (RFPs) and Requests for Qualifications (RSQs) to secure program partners, contractors, and professional services; ensures procurement processes align with County policies, SHIP regulations, and funding timelines.
  • Coordinates the Affordable Housing Advisory Committee (AHAC), including meeting facilitation, statutory compliance, member onboarding, and development of incentive strategy recommendations submitted to the Board of County Commissioners and Palm Coast City Council.
  • Maintains current knowledge of housing policy, compliance, and best practices through ongoing training and certification opportunities, including those offered by the Florida Housing Coalition and other relevant entities.
  • During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.

Minimum Qualifications

  • Bachelor’s degree in planning, Business Administration or Public Administration.
  • 4-years of community planning, affordable housing development/administration or real estate experience.
  • Experience may be substituted for education on a year-for-year basis.
  • Must possess a valid state of Florida driver’s license.

  • Proficiency in calculations such as percentages, averages, sums, and products for purposes like payoff requests, income calculations, and construction cost estimates.
  • Strong written and verbal communication skills with the ability to effectively convey information to stakeholders and contractors.
  • Proficiency in using standard office software applications, including Microsoft Excel, Word, and Outlook.
