HR Change Management Consultant - Arabic Speaking

Engagement Type: Contract

We are seeking an experienced Change Manager / Senior Consultant (6-7+ years' experience) to support large-scale transformation programmes within the public sector in Riyadh.

This is a delivery-led role ( 70% implementation / 30% documentation) focused on on-the-ground execution, stakeholder alignment, and embedding change within government and semi-government entities.

This role requires strong cultural fluency and the ability to operate effectively within public-sector governance environments.

Key Responsibilities
  • Lead on-the-ground implementation of transformation initiatives
  • Translate strategy into practical execution roadmaps
  • Manage stakeholder engagement across ministries, municipalities and public bodies
  • Facilitate workshops, steering committees and executive briefings (Arabic & English)
  • Identify change risks and implement mitigation plans
  • Drive adoption across operational teams
  • Track delivery milestones and performance metrics
  • Produce structured but practical documentation (change plans, status reporting, adoption tracking)
Required Experience
  • 6-8 years' experience in consulting or transformation environments
  • Demonstrated experience delivering change in public sector or government-linked entities
  • Strong stakeholder management skills across senior leadership
  • Experience working within Middle East government environments preferred
  • Ability to work in Riyadh full-time (onsite presence required)
  • Fluent Arabic (spoken & written) - mandatory
  • Strong delivery mindset (not slide-focused)
