JOB SUMMARY

The primary responsibility of the Human Resources Coordinator (HRC) is to provide strategic leadership and assist their designated program with HR related processes including, but not limited to personnel files, employee benefits, payroll, discipline, and legal compliance in accordance with HOH and ORR policies and procedures, Cooperative Agreement, licensing minimum standards, and all other applicable state and federal law, rules, and guidelines. Ensures the agency’s human resources policies and procedures and applicable laws are implemented. May supervise assigned support staff and provide supervisory guidance and overall direction.

This is a full-time position and it might require you to work at a childcare facility. The HRC will be required to maintain a flexible, organized, and efficient work schedule and are subject to work extended hours, weekends, and be on-call including evenings, weekends, and holidays for all program related issues/emergencies.

Essential Duties:

  • Assist their designated program with HR related processes including, but not limited to personnel files, employee benefits, payroll, discipline, and legal compliance in accordance with HOH and ORR policies and procedures, Cooperative Agreement, licensing minimum standards, and all other applicable state and federal law, rules, and guidelines.
  • Ensures the agency’s human resources policies and procedures and applicable laws are implemented. May supervise assigned support staff and provide supervisory guidance and overall direction.
  • Must have knowledge of and ability to interpret ORR and HOH Policies and Procedures, DFPS Minimum Standards, and all other pertinent rules and regulations. Must comply with all annual requirements and trainings as stipulated in state licensing minimum standards, ORR and HOH policies and procedures (i.e. CPR, Behavior Intervention, Staff Development Training, Tuberculosis Skin Test, Criminal History Checks and Drug Testing).
  • Perform a variety of administrative tasks that are highly confidential and time sensitive.
  • Provide oversight, general planning, and organization of HR personnel and activities.
  • Handle the pre-requisite process and conduct quality checks of new hire packets.
  • Contact Project Officers for clarification of background checks.
  • Compose memos in reference to new hires, pregnancies, and expiring driver’s licenses or Tuberculosis tests.
  • Monitor expiring driver’s licenses, certificates, INS documents, and probationary periods.
  • Assist or conduct New Hire Orientation presentation and assist with onboarding process.
  • File updated documentation in personnel records.
  • Assist employees with requests for leave and monitor for compliance.
  • Attend monthly management meetings and ensure communication flow between HR and assigned program.
  • Coordinate facility-wide random drug testing.
  • Visit programs to ensure compliance of minimum standards and policies/procedures.
  • Enter and maintain updated accurate personnel information into HR databases.
  • Maintain communication with programs to coordinate new hires, transfers, promotions, volunteers, and terminations.
  • Act as liaison with other departments and programs to report changes.
  • Attend and participate in all staff meetings, trainings, workshops, conferences, and any other staff related activities required by the position.
  • Monitor proper use of equipment and materials to ensure health and safety and prevent damage.
  • Use appropriate safety techniques and report any unsafe conditions to the immediate supervisor.
  • Maintain excellent attendance, punctuality, and time management. (i.e. consistently on time, calls if delayed, if unable to report to work calls 4 hours in advance, schedules annual leave 2 weeks in advance).
  • Comply with, but not limited to, all required logging, documentation and reporting as required by DFPS Minimum Standards, ORR and HOH policy and procedures.
  • Comply with all annual requirements and training as stipulated in DFSP Minimum Standards, HOH and ORR Policies and Procedures. (i.e. CPR, Behavior Intervention and Staff Development Training, Tuberculosis Skin Test, Criminal History Checks and Drug Testing).
  • Maintain thorough knowledge of and comply with all rules, laws, procedures, and policies relevant to duties.
  • Encourage the professional growth of staff through training and development opportunities.
  • Participate in interviewing potential new employees.
  • May assist with Fire and Active Shooter drills.
  • May assist with keeping inventory.
  • Provide oversight of Staff performance and disciplinary needs in conjunction with program administration.
  • Maintain professional and ethical standards as prescribed by Hands of Healing.
  • Maintain confidentiality in all areas of staff, children, and program operations.
  • Demonstrate competency, prudent judgment, and self-control in the presence of children and when performing assigned responsibilities.
  • Role model a professional demeanor at all times. Showing compassion for others; responding appropriately to the emotional response of children and staff; demonstrating respect for others; demonstrating a calm, compassionate, and helpful demeanor toward those in need; being supportive and understanding.
  • Attend all organizational required training that will enhance professional growth in the HR Department with pre-approval from Program Director or designee.
  • Continually seek opportunities for professional growth and development.
  • Attend all departmental and program meetings to ensure that up-to-date information is received and/or information of policy changes or practice are adhered to.
  • Must have the ability to accompany Agency as needed during an evacuation because of hurricane, severe weather, fire, natural disaster, terrorist activity, disease outbreak, or any other reason that necessitates an evacuation to some other location.
  • Willing to travel if needed for training or conferences.
  • Adhere to the Cooperative Agreement and DFPS minimum standards, HOH and ORR policies and procedures.
  • Must annually maintain any professional or para-professional certifications acquired while employed with Hands of Healing.
  • Report any suspected abuse or neglect according to DFPS and ORR protocol.
  • Maintain a safe, clean, and hazard-free work area.

Qualifications:

  • Must be at least 21 years of age at time of hire.
  • Associates degree in a related field required; or 2 years experience. Any educational or experiential qualifications to be considered as equivalent, in lieu of the above, require prior approval of the President/CEO.
  • Minimum one year of related human resource experience.
  • Displays exceptional interpersonal communication and leadership skills, with particular attention to confidentiality.
  • Must have ability to analyze problems, identify solutions, and take appropriate action to resolve problems using independent judgment and decision-making processes.
  • Interacts with employees in a positive and helpful manner at all times.
  • Promotes company policies and procedures by leading by example.
  • Ability to work independently and cooperatively as part of a team.
  • Ability to maintain strong attention to detail.
  • Ability to anticipate work needs and interact professionally with a diverse team.
  • Must be proficient in Microsoft Office.
  • Must be detail-oriented individual.
  • Must have excellent written, verbal and presentation communication skills (English/Spanish)
  • Must have the ability to stay focused in an extremely active office environment.
  • Must be able to sit in front of a computer screen for extended periods of time.

  • Must be able to work a flexible work schedule.
  • Must have clear background to be employed in a childcare facility.
  • Must have clear Tuberculosis test result.
  • Must be eligible to drive as required by the position to facilitate program services.
  • Subject to random drug screening.

Physical Demands:

  • Must be able to obtain and perform Emergency Behavior Intervention Training (EBI)/ Crisis Prevention Institute (CPI) and First Aid (CPR).
  • Must be prepared and physically able to respond with appropriate protocol in a variety of dynamic supervision situations with children 0-17 years in age. In a sudden or emergency event, staff must be at all times physically able to run, jump, lunge, twist, push, pull, apply HOH approved restraint techniques, and otherwise manage or coerce the full weight of an adolescent.
  • All staff must be physically and mentally able to manage children who become uncooperative, sick, violent, or display any other form of harmful or threating behavior.
  • Bending, stooping, and lifting to 25lbs required to complete daily tasks. Must be prepared to administer emergency First Aid, CPR, or EBI/CPI techniques of children, regardless of the time of day or hour of the staff’s shift, the size of the child, or the staff’s level of personal fatigue.
  • All staff must be able to maintain clarity of thought throughout the entirety of a shift and be able to respond quickly to duress or circumstances requiring immediate action.

Work Environment:

This is a twenty-four-hour residential facility at which minors receive multiple services. Three shifts per twenty-four-hour period. Work shifts are subject to change. Noise levels vary from mild to moderate. Predominantly indoors, occasional outdoor monitoring or activities. This position is mostly sedentary, involves sitting most of the time, but may involve walking or standing for brief periods of time.
