Location: 3x days per week in Richmond Office, 1x day per week in Williamstown, and 1x day per week in Westford
GENERAL DESCRIPTION: This position is responsible for acting under the supervision, in coordination with, or on the behalf of the Senior HR Manager to promote mission-based, client-centered values, aspirations, and patterns of thought and conduct. Responsible for organization-wide success related to workforce planning, employee relations, compensation and benefits, HR department development, and risk management. Ensures CSC complies with all human resources-related policies and laws, and for recommending new policies and procedures as needed. Supports the creation of positive culture in which coaching, supervision, and performance feedback are embraced in organizational life. This position is responsible for proactively and positively supporting staff to forward movement in the organization’s commitment to recovery principles, provision of trauma-informed care, cultural diversity and building a learning culture.
DIVISION/ HR REPORTS TO: SENIOR HR MANAGER
General Duties:
- Oversees all daily HR operations including establishment and implementation of HR policies, procedures, and protocol.
- Serves as point of contact for staff questions regarding personnel practices, benefits, time off, payroll, orientation, and hiring procedures.
- Acts as back-up for the Senior HR Manager when it comes to investigations and sensitive employee relations issues
- Recommend and implement strategies for ensuring a welcoming culture for staff identifying as members of historically marginalized groups. Emphasizes outreach to historically marginalized groups (e.g., LGBTQI, Black/POC, people with lived experience of psychiatric issues, etc.) as a primary focus in recruiting a diverse workforce.
- Assists in preparation and monitoring of the HR department annual budget.
- Maintains and updates job descriptions across the organization.
- Builds relationships across sites, meets with staff and promotes morale, coaching, professionalism, and continuous improvement.
- Participates in supervision, department meetings, and other required organizational activities.
- Upholds high standards of confidentiality, professional ethics, and integrity in all HR functions.
- Supports the creation of a learning culture by modeling problem-solving, flexibility, and a growth mindset.
- Serves as a point person for CSC staff on questions regarding Personnel practices, policies, payroll, time off, benefits, orientation, hiring, etc.
- Oversee tracking & documentation of all staff training.
- Meet with all staff and attend sites as needed to build relationships and increase morale.
- Participate in continuous learning opportunities.
- Follow all CSC policies, procedures, and protocols.
- Coach and train others with the Senior HR Manager.
- Adhere to General Performance Expectations, Code of Conduct and confidentiality policies, and all other CSC policies in the company’s policy manual.
- Actively participate in supervision and staff meetings (as needed).
- Consults with supervisor on employee management and sensitive issues to ensure proper response and strong communication.
- Conducts all HR related functions while upholding strong professional ethics, integrity, and confidentiality.
Compliance, Processes, and HR Knowledge:
- Audits employee files to ensure proper compliance.
- Demonstrates a strong knowledge of latest HR best practices, compliance, and employment law such as ERISA, COBRA, ADA, FSLA, FMLA, OSHA/VOSHA and other federal and state laws covering discrimination and equal opportunity employment.
- Track and maintain incoming resumes.
- Maintain on-site employee records as needed to comply with L & P. Sends completed personnel files and ongoing correspondence to CMC HR Department for maintenance.
- Manages data entry into HRIS for accuracy and compliance to include payroll administration and paid leave ensuring legal and policy compliance and accuracy
- Analyzes and develops solutions to improve processes, ensure integrity of employee information and work to improve the current HRIS system.
- Improve and apply HR processes, policies and standards meeting local and federal employment laws and an inclusive, diverse cultural environment.
- Learns and uses the HR related software programs to complete tasks efficiently and effectively.
- Coordinates payroll and reconciles staff hours worked with tracking of overtime. Coordinates with CMC HR Department on payroll and ensures payroll related information sent for processing is accurate and complete.
- Serve at liaison to Workers Compensation, Disability and Non-Discretionary Benefits carriers.
- Assist in filing of all required paperwork and track Workers Compensation cases from FROI to actual claim (if warranted), as well as short- & long-term disability and non-discretionary benefits claims, paperwork & correspondence. Maintain files on all.
- Assist employees in verification of benefits and completion of paperwork required for State programs, etc.
- Assist staff in completing FMLA plans and tracks all leaves per FMLA guidelines, including coordination with CMC HR & Payroll Dept.
- Oversee tracking of CTO (Combined Time Off), accrued, and used, sick time, vacation time, call outs, etc.
- Implements open enrollment for benefits annually. Meets with staff to assist in allocations for flex benefits dollars, discretionary and nondiscretionary benefits enrollment, 403b plan, etc.
- Facilitates informational meetings with discretionary benefits providers to aid employees in decision making about benefits available during open enrollment
Recruitment, Onboarding, & Paperwork
- Meet with all new hires to complete paperwork, i.e., w-4, I-9 and background check forms, review company policies on code of conduct, grievance policies, absenteeism, payroll schedules, email and computer use, employee job descriptions. Participates in new employee orientation for all new hires as directed.
- Coordinates strategy and analytics in recruitment and retention to prioritize talent development.
- Implement HR strategy with strong focus on recruitment, hiring and onboarding; compensation and benefits; retention and termination in accordance with applicable law and policy.
- Responsible for recruitment and onboarding which includes, prescreens, interview, salary calculations, benefits, background checks, verify education, and experience, and maintain HR personnel files.
- Other duties as assigned.
Training & Development Oversight:
- Oversees, develops, and implements all aspects of employee orientation and mandatory trainings.
- Continually assesses training needs and ensures timely, high-quality offerings that meet regulatory, licensing, and organizational requirements.
- Maintains employee training records across systems and ensures APS and L&P compliance.
- Sends monthly non-compliance notifications to appropriate supervisors.
- Coordinates and tracks Welle training in accordance with certification guidelines.
- Develops monthly mini-training topics for staff meetings (e.g. safety hazards, winter driving, fall prevention, etc.)
- Identifies, designs, and/or facilitates required trainings related to staff development, safety, and compliance.
- Develops relationships with external experts and agencies to enhance learning opportunities.
- Manages the Learning Management System (LMS), including career track development and training audits.
- Ensures training spaces are properly set up and equipped; orders training supplies and materials as needed.

- Creates and maintains personnel files for new hires and ensures smooth integration into the organization.

EDUCATION & EXPERIENCE REQUIREMENTS
- BA/BS preferred from accredited university in Human Resources, Organizational Management, or related field
- Minimum of 3-5 years’ experience in HR progressively increasing responsibility.
- Knowledge of HR systems and databases, proficient with Microsoft products and able to quickly become very skillful with new software apps as needed.
- Superior data analysis skills, including ability to use spreadsheets and graphs to make complex data understandable
- Extremely organized, detail-oriented, and relishes project management
- Preferred qualifications include SHRM certified.
ENVIRONMENTAL FACTORS
Duties are performed in a variety of settings (i.e., community, residence, CSC). There is direct interaction with mentally ill adults and/or individuals with substance abuse issues who are experiencing a significant mental health crisis. Private means of transportation, a valid driver’s license and automobile insurance is required. Interaction with clients poses some risk of physical injury or property damage. An incumbent may encounter situations that may elicit high levels of stress. Crisis situations can occur at any time. Evening, overnight or weekend work may be required.
Confidentiality: Must adhere to and respect all policies regarding resident rights, anonymity, and confidentiality of all resident’s past and present and other proprietary information regarding CSC. This covers any written or verbal communications regarding a client’s identity, address, and nature of their problems, and proprietary information of CSC. Confidentiality regarding substance abuse is mandated by federal law. Confidentiality policies and procedures remain in effect while employed by Collaborative Solutions Corporation and once employment is terminated.
