Position Summary & Responsibilities

Position Summary:

This office of Personnel Services (OPS) position is assigned to the Kansas Department for Aging and Disability Services (KDADS) and is based within South Central Regional Mental Health Hospital (SCRMHH). This position oversees all Human Resources (HR) functions within SCRMHH. This position reports directly to KDADS Human Resources and has a secondary, dotted-line reporting relationship to the Hospital Superintendent.

This position provides executive leadership, consultation, and strategic direction for all human resources operations at the hospital. This position serves as a key advisor to the Superintendent and members of the hospital leadership team regarding workforce planning, employee engagement, labor relations, and organizational development. This position also maintains the guidelines, instructions, procedures, and timelines for SCRMHH’s HR department’s multiple sub-programs. Provides ongoing guidance, clarification, or instructions and makes modifications as may be required. In addition, this position will analyze operations of the programs and activities to determine their effectiveness. This position gathers resources to meet the needs of employees, customers, and KDADS. This position communicates program/activity information to employees, supervisors, and administrative staff at SCRMHH in addition to KDADS’ central HR office.

Job Responsibilities may include but are not limited to the following:

HR Personnel Management and Leadership

This position leads initiatives that foster a supportive and inclusive workplace culture consistent with the hospital's mission and values. This position also formally supervises the HR staff assigned to SCRMHH. Collects and analyzes data in all Human Resources (HR) areas, including employee injuries, turnover, and vacancy rates etc., to identify trends and provide recommendations to improve recruitment, retention, and employee engagement. Provides employee-related data and or/analysis to the Superintendent, Administrative Executive Committee (AEC), and KDADS’ central office, as necessary. The incumbent keeps SCRMHH Superintendent and HR Director for Psychiatric Hospitals informed as necessary on all employee situations defined above.

Recruitment:

This position, in partnership with the Superintendent and agency HR, develops and implements strategies for employee retention, succession planning, and workforce development to maintain adequate staffing levels and promote organizational stability. This incumbent will oversee Recruitment at SCRMHH. Monitors, maintains, and executes the established recruitment and salary processes specified by KDADS’ central office HR for SCRMHH. This entails the compliance of the selection procedures so that they do not conflict with KDADS policies, State personnel rules and regulations as well as Federal and State EEO requirements. This incumbent will discuss and make recommendations regarding appointments and salary with the SCRMHH Superintendent and HR Director for Psychiatric Hospitals. Confers with department heads and KDADS’ central HR office in actively recruiting hard-to-fill vacancies in either classified or unclassified positions in order to maintain adequate staffing levels for SCRMHH. Consults with the Superintendent and KDADS’s central office with resolving staffing issues. This incumbent will also collaborate with business and community partners as an avenue to bring new talent to the facility.

Payroll and Benefits:

This incumbent will oversee both payroll and benefit functions assigned to SCRMHH in accordance with deadlines and procedures set by KDADS’ policies. This incumbent will maintain knowledge and understanding of both the payroll and benefits programs.

Employee Relations:

This incumbent provides individualized consultations and guidance to managers and employees on a variety of work-related matters as necessary. This position works directly with supervisors/administration of SCRMHH to facilitate processes, establishing ethical, fair, and consistent treatment management approach within SCRMHH. This position serves as a mediator and primary contact for managing disputes for state employees through facilitated discussions or alternative dispute resolution. Collaborates with HR Director for Psychiatric Hospitals and Legal staff to provide consultation on performance management or progressive disciplinary actions to managers and employees. This incumbent is responsible for drafting all formal letters for performance management, progressive discipline as well as any letters pertaining to these actions in conjunction with KDADS legal. This incumbent will also be responsible for meeting with the employee/supervisor regarding the actions in the letter and will review/counsel them about the preceding events. Overall, this incumbent will consult with KDADS central office about employee relations as appropriate to inform of any concerns within the agency that may require KDADS central office involvement.

Interprets laws, rules, regulations, and policies related to Equal Employment Opportunity (EEO) and manages the EEO program for SCRMHH to confirm compliance with Federal and State laws. The incumbent advises agency administrators, managers, supervisors, and staff on issues pertaining to diversity as it relates to Age Discrimination in Employment Act, Title VII of the Civil Rights Act of 1964, Equal Opportunity/Affirmative Action (EEO/AA), sexual harassment, and other laws and issues involving diversity and employment rights to confirm fair and equitable treatment of SCRMHH employees, applicants, and customers.

Labor Relations/KOSE

Prepares and coordinates facility responses to requests made by the Kansas Organization of State Employees (KOSE) as specified in the memorandum of agreement (MOA). Trains supervisors/administration on the MOA while making sure practices are in line with the MOA and KDADS’ policies. This incumbent will assist in the resolution of formal grievances; performance evaluation appeals and potential violations of the MOA by meeting with union representatives.

Qualifications

Minimum Qualifications:

Three years of experience in planning directing, organizing managing, or administering personnel or Human Resources functions.
This incumbent must be granted security clearance from the Kansas Bureau of Investigation (KBI) and Federal Bureau of Investigation (FBI).
Unrestricted Driver’s License

Preferred:

Four years administrative experience.

Post-Offer, Pre-employment Requirements:

Must be able to pass a background check prior to employment.
