Position Scope:
Under the general direction of the Branch Manager or their designee, the Human Resources Generalist will perform a variety of human resource-related duties assigned to recruitment, payroll, internal communication, discipline, employee orientation, disseminating policy, employment compliance issues as well as other duties as assigned.
Essential Duties:
1. Assists with recruiting, interviewing, and selecting applicants for current positions; accurately screens all applicants; checks all references; and assures all hired employees can meet employment obligations (e.g. valid California Driver’s License, current insurance, DMV report, CPR/First Aid.
2. Assists the Training Unit with conducting employee orientation, as needed.
3. Conducts exit interviews in a timely manner.
4. Periodically assists in the enrollment of employees into CPR/First Aid classes.
5. Coordinate/obtain required TB tests and Live Scans for potential/existing employees.
6. Responsible for consistently reviewing and maintaining employee files assuring all personnel transactions are accurately entered, completed, and documented in a timely manner.
7. Process personnel changes and PANs in an accurate and timely manner.
8. Maintain and periodically update employee condition of employment documents (e.g. California Driver’s License, CPR/First Aid, etc.).
9. Maintain interdepartmental communication, and ongoing communication with employees.
10. Maintain ongoing communication with Human Resources Supervisor and provide updates as it relates to trends, risks, or challenges.
11. Responsible for terminating respite care providers after an established inactive timeframe.
12. Assist in compiling and resolving employee incident reports; and keep abreast of ongoing laws and employment legislation.
13. Reinforce the company’s policies, rules, and procedures to ensure employee safety.
14. Support employees when human resources/employee relations issues arise.
15. Systematically assists with the scheduling and offering of periodic mandatory training to all employees (e.g. IIPP, MSDS, safety, etc.); maintains attendance rosters; tracks “training histories” for each employee.
16. Adhere to general guidelines required by Cal-OSHA.
17. Run and analyze departmental reports; maintain confidentiality.
18. Maintains the integrity of the data entered in the respite system and any other related payroll system.
19. Continuously strive to provide excellent customer service, interpersonal communication and serve as a source of accurate information.
Secondary Duties:
1. Assists in other administrative areas of the organization when needed.
2. Ability to periodically organize, schedule speakers, coordinates training and/or other relevant business-related events (e.g. quarterly staff meetings).
3. When called upon, will assist in conducting CPR/First Aid classes, as needed.
4. May periodically attend job fairs and other recruitment venues for respite care providers.
5. May assist the HR Supervisor with worker's compensation issues; assist in maintaining separate confidential files for all worker's compensation claims; assist with entering all injuries and loss of time; when directed, will maintain a record of injuries using form OSHA No. 300.
6. Occasionally, assists with on-the-job training when new departmental staff members are onboarded.
Education, Experience and Skills Required:
1. Associate’s Degree plus (1) year experience in Human Resources (2 years of experience may be substituted for 1 year of post-secondary education).
2. Knowledgeable in general employment law: including payroll administration, EEO, DFEH, Affirmative Action, Cal-OSHA, ADA, FLMA and other state and federal requirements.
3. Ability to read, write and communicate effectively in English and Spanish (Bilingual Required)
4. Ability to type 60 wpm and do basic business arithmetic.
5. Knowledge and practical experience in human resources.
6. Practical application of MS Excel, MS Outlook, MS PowerPoint, and MS Word for Windows required.
7. Practical knowledge of HelloSign and/or DocuSign and other cloud-based e-signature solutions/digital platforms.
8. Ability to use standard office machines such as a personal computer, calculator, copier, fax machine, telephone, etc.
9. Ability to utilize video and audio conferencing and online chat-based platforms such as Microsoft Office Teams and Zoom.
10. Excellent organizational and time-management skills.
11. Valid California Driver’s License.
12. Problem solving skills.
13. CPR/First Aids Instructor Certification (preferred)

Scheduling and Availability
Working hours generally are from 8:00 am to 5:00 pm, Monday through Friday with an hour for lunch. Must be willing and able to work in excess of 8 hours per day and/or 40 hours per week and willing to assist other departments as needed.
