Job Overview
The Chelmsford Housing Authority is a mission-driven agency seeking a highly skilled and motivated Human Resources Generalist to join our dynamic team. The ideal candidate will play a pivotal role in managing various HR functions, including talent acquisition, employee relations, benefits administration, and compliance. The HR Generalist will collaborate across departments to ensure HR processes align with company goals and legal requirements, fostering a positive and productive work environment. This is a part-time, 30-hour a week position with full benefits.

Primary Duties and Responsibilities (Essential Functions):

  • Coordinate human resources activities including recruitment, employment, employee relations, compensation, benefits administration, and workplace safety.
  • Assist with the administration of CHA-wide human resources policies, procedures, and practices in compliance with agency objectives and applicable federal and state laws.
  • Support recruitment and hiring efforts: review resumes, schedule and conduct interviews, coordinate testing and credential checks, verify references, and prepare offer letters and related communications.
  • Coordinate and process onboarding for new hires, ensuring compliance with background check, payroll, and benefits enrollment requirements.
  • Administer and maintain employee benefits programs, including health, dental, and retirement plans; serve as liaison with the Middlesex Retirement System.Assist with processing payroll-related personnel actions, including new hires, promotions, transfers, and salary adjustments, ensuring accurate recordkeeping and deductions.
  • Coordinate employee relations initiatives, policy interpretation, recognition programs, and new employee orientation.
  • Support the administration of workers’ compensation and unemployment claims.
  • Assist in coordinating the performance evaluation process and maintaining employee personnel files in compliance with retention policies.
  • Collaborate with management to identify and assist in implementing training and professional development opportunities that enhance staff performance and promote workforce growth.
  • Perform other related duties as assigned by management.

Preparation, Knowledge, Skills and Abilities

REQUIRED:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field desirable.
  • Certifications from HR professional associations, such SHRM and HRCI.
  • 2–4 years of progressively responsible human resources experience, preferably in a public or non-profit agency environment.
  • Strong knowledge of employment law, HR practices, and benefits administration.
  • Excellent communication, organizational, and interpersonal skills.
  • Ability to maintain confidentiality and exercise sound judgment.

PREFERRED:

  • HR experience in public or nonprofit agency environment.

WORKING CONDITIONS:

  • General office work with some travel between offices required.

This is a 30- hour a week, fully on-site position with potential for 3 days in office/ 1 day remote work week after one year. Anticipated schedule is Monday through Thursday 8:30 to 4:30.
