Job SummaryWe are seeking a results-oriented HR Manager to lead human resources operations across our corporate office and multiple active project sites. The ideal candidate will bridge the gap between management and a diverse workforce of skilled tradespeople and professional staff. You will be responsible for scaling our workforce to meet project demands, ensuring strict adherence to safety and labor regulations, and fostering a culture of accountability and excellence in a high-pressure environment.
Key Responsibilities
- Workforce Planning & Recruitment: Develop and execute tailored recruitment strategies to address industry labor shortages. Source, screen, and hire both salaried professionals (Project Managers, Engineers) and skilled labor (Foremen, Operators, Apprentices).
- Safety & Compliance Management: Partner with the Safety/EHS department to ensure 100% compliance with OSHA, state, and local safety standards. Track mandatory certifications, safety training, and workers' compensation claims.
- Employee & Labor Relations: Mediate on-site disputes and grievances effectively. Manage relationships with labor unions (if applicable), including collective bargaining and compliance with project labor agreements (PLAs).
- Onboarding & Mobilization: Lead the rapid onboarding of large teams for new project startups. Ensure all field staff are verified, equipped, and trained on company policies before arriving at job sites.
- Compensation & Benefits: Manage industry-competitive pay scales, prevailing wage requirements (Davis-Bacon Act), and project-based incentive programs.
- Performance & Training: Implement performance appraisal systems that drive high output. Identify skill gaps and organize technical or leadership training for site supervisors.
- HR Administration: Oversee payroll processing for a dispersed workforce and maintain accurate personnel records in the [HRIS System].
Required Qualifications
- Education: Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Experience: 2+ years of progressive HR experience,
- Direct experience in construction or heavy manufacturing is highly preferred.
- Certification: SHRM-CP, PHR, or SPHR certification is a strong plus.
- Technical Skills: Proficiency in HRIS platforms (e.g., ADP, Workday, BambooHR) and advanced MS Excel for manpower reporting.

- Communication: Ability to communicate effectively with both executive leadership and on-site field laborers.
- Conflict Resolution: Proven expertise in mediating high-stress site disputes and disciplinary actions.
- Adaptability: Comfortable working in a fast-paced environment where project priorities and site locations shift frequently.
- Legal Knowledge: Deep understanding of employment law, wage-and-hour regulations, and OSHA standards.
