JOB OVERVIEW

Job Description
The Senate Sergeant at Arms (SAA) is seeking an HR Manager to use their technical skills to develop and manage HR systems and data, analytics, reporting, compensation, position management, personnel processing, and staff. The incumbent is responsible for collaborating with various stakeholders to develop efficient and effective processes and workflows as well as analyzing and directing all functionally related activities within the scope of the HRIS/ data. Additionally, the incumbent will use strong analytical skills when making sense of data and trends to ensure a high level of data and process integrity in the day to day use of the HRIS. This position will supervise a team of HR professionals within the data vertical.

Key Accountabilities/Essential Job Duties
Develops and implements HR strategies and initiatives aligned with the overall SAA strategy. Supports current and future business needs through the development, engagement, motivation and preservation of human capital, data, and HRIS. Develops and monitors overall HR strategies, systems, tactics and procedures across the organization. Ensures legal compliance throughout human resource management, data retention and management, and HRIS.

Required Education
Bachelor’s in HR management or related field.

  • Ability to effectively address various perspectives, navigate competing priorities, and clarify outcomes.
  • Experience using data applications, HR systems, and data analytics.
  • May perform duties of a contract representative (COR) as needed.

Required Work Experience

  • 8+ years progressively responsible HR experience.

Required Special Skills/ Knowledge

  • Knowledge of personal computers and word processing, spreadsheet, and database applications.

  • Experience in optimizing and implementing HRIS systems and HR data.
  • Experience developing and improving personnel processes, workflows, and data management.

  • Strong analytical skills with the ability to translate data into actionable insights.
  • Aptitude for reports; report generation and analysis.
  • Advanced proficiency in Microsoft Excel, including complex formulas, pivot tables, etc.
  • Identify trends or root cause behaviors for frequently occurring audit issues or integration errors.
  • Experience handling sensitive, confidential organizational/ department information.
  • Proven track record of leading and developing high-performing teams.
  • Demonstrated ability to influence and drive change across the organization.
  • Experience coaching and mentoring team members, fostering a culture of continuous improvement.
  • Familiarity with compensation structures and position description management is a plus.
  • Strong verbal and written communication skills; excellent organizational skills and attention to detail.

CONDITIONS OF EMPLOYMENT

To be employed by a Senate employing office in a paid position in the continental United States an individual must:
1. Be a U.S. citizen;
2. Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. § 1324b(a)(3)(B);
3. Be (i) admitted as a refugee under 8 U.S.C. § 1157 or granted asylum under 8 U.S.C. § 1158 and (ii) have filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; or
