Job Title: HR Officer
Company: Civil Contracting Company
Work Location: Head Office + Frequent Visits to Construction Sites
Reports To: HR Manager / HR & Admin Manager

Job Purpose

To support the HR department in managing HR operations across multiple construction sites. The HR Officer ensures compliance with UAE Labour Law, maintains employee records, manages recruitment and mobilization of manpower, handles site HR needs, and coordinates with site supervisors to maintain discipline, welfare, and documentation.

Key Responsibilities1. Recruitment & Mobilization

  • Assist in manpower planning with Project Managers and Site Engineers based on project requirements.
  • Prepare job postings, screen CVs, schedule interviews, and maintain candidate pipeline.
  • Arrange manpower mobilization to sites including onboarding, orientation, and initial documentation.
  • Coordinate with PRO for visas, work permits, Emirates IDs, medical tests, and labor contracts.

2. HR Operations & Administration

  • Maintain accurate employee records (personal files, timesheets, leave records, site allocation lists).
  • Manage attendance tracking for site-based workers and staff, and submit weekly/monthly reports.
  • Prepare payroll inputs including overtime sheets, site allowances, and absences.
  • Ensure proper documentation for new joiners, transfers, terminations, and clearance.

3. Employee Relations & Welfare

  • Conduct site visits to monitor employee welfare, accommodation conditions, and safety compliance.
  • Support conflict resolution and address grievances promptly.
  • Ensure company policies, code of conduct, and disciplinary rules are communicated and enforced.
  • Coordinate with camps, transport teams, and site supervisors to ensure smooth daily operations.

4. Compliance & Legal

  • Ensure HR activities align with UAE Labour Law, company policies, and regulatory requirements.
  • Work with the PRO to ensure timely visa renewals, cancellations, and legal documentation.
  • Maintain and update HR records for audits, ISO compliance, and internal management review.

5. HSE & Training Coordination

  • Assist in scheduling safety inductions and training for site personnel.
  • Maintain training records and ensure workers attend mandatory HSE training sessions.

Qualifications & Requirements

  • Bachelor’s Degree in Human Resources, Business Administration, or related field.
  • Mininmum 7 years HR experience in a civil contracting / construction industry (mandatory).
  • Good knowledge of UAE Labour Law, MOHRE procedures, and WPS payroll system.
  • Strong communication and coordination skills.
  • Proficiency in MS Office (Word, Excel, Outlook).
  • Ability to travel to construction sites and workers’ accommodation regularly.
  • Languages: English (required), Arabic/Hindi/Urdu is an advantage.
