Job Purpose
The HR Operations & Employee Services Manager is responsible for overseeing and improving all HR operational activities including payroll, government relations, employee services, onboarding, and project HR support. The role also manages company cars, transportation services, and facility-related employee needs. This position ensures compliance with Saudi labor laws, governmental regulations, and company policies such as Saudization, wage protection, and nationalization requirements. The manager drives continuous improvement of HR operations and employee services through automation, best practices, and cost optimization.
Key Responsibilities
1. Payroll & Employee Financials

Oversee payroll, advances, overtime, and allowances ensuring accuracy and confidentiality.

Ensure accurate reconciliation of monthly payroll and benefits in collaboration with Finance.

Ensure compliance with GOSI and labor law requirements.

Lead automation initiatives to enhance payroll efficiency.

Maintain accurate records of employee annual leave balances to ensure proper planning and to avoid leave accumulation.
2. Government Relations & Compliance

Ensure compliance with Saudi labor regulations and government platforms (Qiwa, GOSI, Muqeem, Mudad, etc.).

Monitor and implement Saudization requirements and nationalization targets.

Manage employee visas, Iqamas, renewals, and related documentation.
3. Employee Services & Administration

Oversee onboarding, induction,
probation
and offboarding processes.

Manage the medical insurance policy, ensuring effective service delivery and loss ratio tracking.

Manage employee travel, housing, and other support services.
-
Handle employee requests and provide effective service channels.
-
Oversee employee attendance systems and ensure accurate documentation.

Drive continuous improvement in employee services to enhance satisfaction and efficiency.
4. Projects HR Support

Provide directions and support to HR representatives in project sites.

Ensure HR policies and practices are implemented consistently across all locations.

Provide guidance to local HR teams in employee relations, administration, and compliance.
5. Fleet & Facilities Management

Oversee company vehicles, transportation services, and driver assignments.

Oversee the monitoring of traffic violations and ensure timely settlements.
-
Ensure proper maintenance, insurance, and compliance for fleet operations.

Manage employee housing, office rentals, and facility-related services.
-
Manage contracts with vendors for cars, offices, and employee accommodation, etc.

Implement cost optimization and preventive maintenance plans for facilities and fleet.
6. Digitalization & Process Improvement

Drive automation of HR and administrative processes (HRMS, ERP integrations).

Collaborate with IT to enhance digital employee experience.
-
Monitor KPIs to measure efficiency and service quality.
Qualifications & Experience

Bachelor’s degree in human resources, Business Administration, or related field (master’s is a plus).

Minimum 10 years of progressive HR operations experience, including payroll and government relations.

Strong background in employee services, HR operations, and administration is required.

Preference for candidates with experience in utilities, water, or O&M sectors.

Strong knowledge of Saudi labor law, Saudization, and nationalization requirements.

Experience with Jisr HR system is highly preferred.

Proven leadership and leading team experience.

Experience in managing budgets and cost optimization.

Proficiency in creating and analyzing reports and dashboards.

Bilingual (Arabic & English).
