Job Title: HR/Payroll Director

Reports to: Director of Operations

Full Time In Office

Position Summary:

We are seeking an experienced and dedicated Human Resources/Payroll Director to join our growing team. The ideal candidate will be a hands-on HR/Payroll professional with a strong focus on Payroll within ADP WFN, HR administration, compliance, and employee support. This role is crucial for maintaining the operational integrity of our HR department and ensuring all employee records, processes, and trainings are meticulously managed. In addition, the Payroll component is essential to process salaried and hourly staff, managing comprehensive benefits programs and overseeing all aspects of talent management. This position works closely with a payroll assistant and clinical leadership to support our team and maintain our high standards of care.

Key Responsibilities:

  • Payroll and Onboarding:

  • End to end payroll: Oversee and mange the complete, multi-state payroll cycle for all employees ensuring accuracy and timeliness.

  • Manage the comprehensive onboarding process for all new hires, ensuring a smooth transition into the company with collaboration and supervision of the recruitment department.

  • Work directly with ADP WFN / Case coordinators / Recruitment / Program Director to process new hires and ensure all necessary employee information is accurately entered for payroll.

  • Manage and execute all semi-monthly payroll operations within ADP WFN including all payroll deductions and maintain compliance with all federal, state and local regulations.

  • Prepare and file quarterly and annual payroll tax reports including W2s, 941s etc.

  • Generate detailed payroll and compensation reports for executive review.

  • HR Administration and Compliance:

  • Maintain all employee documentation, including personnel files, certifications, and required training records, ensuring they are complete and up-to-date in a high volume environment.

  • Process and respond to all unemployment claims, wage garnishments, and other internal and external requests such as PTO maintenance, compensation management, timesheets etc.

  • Oversee and track mandatory employee trainings, including Sexual Harassment Training, Mandated reporter training, HIPAA, and other company-required sessions.

  • Ensure all HR practices and documentation are in full compliance with federal, state, and local labor laws. Including but not limited to: FLSA, FMLA, ADA, EEO, HIPAA etc.

  • Manage and administer employee benefit programs as well as researching and implementing new plans. Open Enrollment management is also key.

  • Develop policies and procedures to optimize HR, Employee handbook, ensuring legal compliance and alignment with company culture

  • Job Descriptions and Documentation:

  • Collaborate with the management team to create, revise, and maintain up-to-date job descriptions for all existing roles and maintain accurate and confidential employee personnel files required for compliance reporting (such as tracking and overseeing mandatory trainings, Sexual Harassment, Mandated reporter, HIPAA etc, or BCBA, RBT or clinical CEU management and licensing).

  • Serve as the primary point of contact for employee inquiries regarding policies, benefits, and administrative procedures.

  • Audits

  • Prepare and manage internal and external audits related to payroll, benefits and HR compliance.

  • Comply with all state and federal requests (IE Garnishments/Employment verifications)

  • Employee Support and Relations:

  • Assist in performance management processes and offboarding procedures.

  • Act as a neutral party to investigate and resolve employee disputes, complaints and disciplinary matters in a fair and timely manner.

  • Oversee performance review process, PIPs coaching on best practices, and evaluations.

  • Promote a positive and supportive workplace culture that aligns with our company values.

  • Coordinating and working with the Human Resources Assistant

  • Partner with leadership to develop and manage employee recognition program and engagement initiatives to support staff morale and reduce turnover.

  • Additional responsibilities may be added as business needs arise.

Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, or a related field.

  • 5 years of experience in an HR leadership role preferred

  • Proven experience with HRIS systems, specifically ADP Workforce Now.

  • Proven experience managing multi-state payroll for 500+ employees, including complex hourly/billable compensation structures (experience in healthcare/therapy services is a significant plus) preferred.

  • Thorough knowledge of federal and state labor laws, payroll tax regulations, and benefits administration (ERISA, COBRA).

  • Strong knowledge of federal and state employment laws.

  • Exceptional organizational skills and meticulous attention to detail.

  • Excellent interpersonal and communication skills.


Preferred Qualifications

  • Master’s degree in HR or Business.

  • SHRM-CP, SHRM-SCP, or PHR certification.

  • Prior experience working within the ABA, behavioral health, or related healthcare/therapy sector.

  • Experience implementing or migrating HRIS/Payroll systems.
