The Human Resources Services Supervisor represents a senior level contributor and functional leader in human resources. The incumbent provides daily supervision and support for key human resources functions, including recruitment, onboarding, benefits administration, and compliance. The incumbent coordinates and supports a fast-paced recruitment process, assists with benefits and leave programs, and ensures timely and accurate HR service delivery for the Colville Tribal Federal Corporation (CTFC). The position works closely with the HR Director to ensure consistent application of HR policies, minimizing organizational risk, and promoting a positive and compliant workplace environment.

Responsible for personnel functions such as interviewing, hiring, orientation, training, development, supervision, delegations, evaluations, and disciplinary actions; will perform these functions in a timely manner.

Supervises assigned HR staff and coordinates daily operations for recruitment, benefits and related HR programs.

Assists in establishing and achieving HR goals and objectives related to recruiting and benefits.

Coordinates posting and advertisement of job announcements, ensuring accuracy and timeliness.

Conducts targeted recruitment efforts and participates in community outreach to attract qualified candidates.

Provides guidance to the team and hiring managers on current recruitment and employment practices, ensuring compliance with all applicable laws, regulations, and organizational policies.

Assists in job classification and compensation activities by reviewing job descriptions, collecting market data, and preparing recommendations for review.

Maintains uptodate inventories of job descriptions and organizational charts. Sets up schedules for periodic reviews of job descriptions, organizational charts, supervising and preparing uptodate documentation.

Coordinates daytoday administration of team member benefits, ensuring timely processing of enrollments, changes, claims, and billing.

Coordinates open enrollment activities, benefit orientations and team member communications.

Ensures compliance with COBRA, FMLA, worker’s compensation and other leave programs.

Assists with workplace safety and risk management initiatives to minimize CTFC’s liability exposure.

Prepares reports, maintains records, and ensures HR files are accurate and up to date.

Assists in interpreting and applying HR policies, laws and procedures in coordination with management.

Conducts periodic reviews of team members’ placement in salary ranges to stay uptodate with internal pay equity goals.

Develops and compiles reports in an accurate and timely manner.

Makes decisions that comply with laws, policies, procedures, regulatory requirements, and best practices within the scope of human resources management in a tribal gaming and corporate environment.

Compiles and enters information into the computer system and HRIS database.

Interprets policies and procedures.

Performs limited duties of the HR Director, when absent.

Must be at least 18 years or older.

High School Diploma, GED or equivalent.

Requires a Bachelor’s Degree in Human Resources, Business Administration, or related field with three (3) years of progressively responsible experience that demonstrates the ability to successfully fulfill the essential functions of the position; OR

Requires a combination of eight (8) years of progressively responsible experience that demonstrates the ability to successfully fulfill the essential functions of the position.

Requires one (1) year of supervisory experience.

Must successfully complete Title 31, Banking Secrecy Act training upon hire and annually.

Must have a valid driver’s license.

Must possess a current and valid Tribal Gaming License.
