Role:

APV is seeking a dynamic HR Specialist (Journeyman) supporting the Human Resource Personnel Division at Department of Homeland Security (DHS) with demonstrated experience in a Federal Government capacity and operational support across HR records management systems and personnel processing functions.


Duties:

  • Provide specialized support in the management of electronic Official Personnel Folders (eOPF).
  • Process personnel actions while ensuring compliance with regulatory requirements and maintaining the integrity of personnel records.
  • Liaise with employees and other federal agencies to update and maintain accurate employee personnel records.
  • Maintain meticulous documentation to support HR operations and transactions.
  • Collaborate effectively with HR staff, managers, and employees to facilitate smooth HR processes and communications.
  • Assist in resolving any discrepancies or issues related to personnel records and HR transactions.
  • Process personnel actions (SF-50, SF-52) in accordance with federal policies and procedures.
  • Audit eOPF records for accuracy, completeness, and compliance with OPM requirements.
  • Upload, verify, and index HR documentation into the eOPF system.
  • Collaborate with HR staff to ensure timely execution of onboarding and offboarding processes.
  • Provide technical assistance to employees in accessing and updating their eOPF.
  • Maintain records for audits and prepare reports to demonstrate compliance with recordkeeping standards.
  • Research and resolve discrepancies in personnel records, ensuring alignment with agency systems and payroll.

Education:

  • Bachelor’s degree in Human Resources, Business Administration, or related discipline

Required Skills:

  • 3-5 years of federal HR experience
  • Strong knowledge of OPM Guide to Personnel Recordkeeping and eOPF policy.
  • Experience with HR Navigator, NFC, and other personnel systems.
  • Excellent attention to detail and ability to manage sensitive records.
  • Strong interpersonal and problem-solving skills.
