Overview
Develop and deliver HSE programs, drive compliance with regulatory and corporate standards, and provide technical HSE support across projects and operations.
Key Responsibilities
- Develop, implement and maintain HSE management systems, policies and procedures aligned with ISO 45001/14001.
- Conduct risk assessments, HAZID/HAZOP, JSA/JHA and safety audits; prepare corrective action plans and verify closure.
- Lead incident/near-miss investigations, root-cause analysis and implementation of preventive measures; maintain incident records and lessons-learned.
- Perform site inspections, behavioral safety observations, toolbox talks and HSE coaching for staff and contractors.
- Support permit-to-work systems, confined space entry, hot-work controls, LOTO, working-at-height and emergency response planning.
- Oversee environmental monitoring, waste management, spill response and permit compliance.
- Develop and deliver HSE training programs, inductions and competency assessments; maintain training matrices.
- Monitor HSE performance using KPIs, prepare management reports and support HSE meetings and reviews.
- Advise on HSE aspects of design, procurement and construction activities; participate in project HSE reviews and pre-qualification of contractors.
- Support regulatory inspections, liaise with authorities and ensure permits, licenses and statutory records are maintained.
Required Qualifications
- Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering or related field.
- 3–7 years HSE engineering experience in construction, oil & gas, industrial or infrastructure projects; GCC experience preferred.
- NEBOSH IGC, IOSH or equivalent certification required.
- Strong knowledge of HSE legislation, ISO standards and HSE best practices.
- Experience with incident investigation, risk assessment techniques and HSE auditing.
- Excellent communication, report-writing and stakeholder engagement skills.
Preferred Qualifications
- Certifications: NEBOSH IGC, ISO 45001 Lead Auditor, First Aid/CPR Instructor, Fire Safety.
- Experience with environmental permitting, noise/vibration monitoring and contractor HSE management.
- Arabic language skills or prior experience working in Qatar/Middle East.
