Role Overview:


The HSE Manager will be responsible for developing, implementing, and maintaining Health, Safety, and Environmental (HSE) programs for the roads, bridges, and infrastructure project. He will ensure that all project activities are carried out in compliance with applicable safety regulations, client requirements, and international best practices. The role requires strong leadership, technical knowledge of safety standards, and the ability to promote a proactive safety culture across all project teams and contractors.


Key Responsibilities


• Develop, implement, and monitor the project’s HSE management system, policies, and procedures in compliance with local and international regulations.

• Ensure that all construction activities are executed in accordance with Dar’s HSE plan, RCRC requirements, and applicable Saudi safety standards.

• Conduct regular site inspections, audits, and risk assessments to identify potential hazards and ensure corrective actions are implemented.

• Lead HSE induction and training programs for staff, contractors, and subcontractors to promote awareness and ensure compliance.

• Monitor and report on HSE performance indicators, including incident rates, non-conformities, and near-miss reporting.

• Investigate and analyze accidents, incidents, and unsafe conditions, and recommend preventive measures to avoid recurrence.

• Review and approve contractors’ HSE plans, method statements, risk assessments, and emergency response procedures.

• Ensure the proper use, maintenance, and inspection of personal protective equipment (PPE) and other safety systems.

• Coordinate with project management, client representatives, and local authorities to ensure consistent application of safety practices across the project.

• Lead HSE meetings and prepare weekly/monthly reports summarizing compliance status, audit results, and improvement plans.

• Support the Project Manager and Construction Managers in enforcing safety protocols and ensuring alignment with project objectives.

• Promote a culture of continuous improvement and zero-incident performance across all work zones and teams.


Qualifications


• Bachelor’s degree in environmental science, Occupational Health & Safety, Civil Engineering, or a related field.

• Minimum 15 years of HSE experience in major roads, bridges, and infrastructure projects.

• Proven background in PMC or supervision roles on large-scale or GIGA projects.

• Strong knowledge of Saudi HSE regulations, RCRC/MOT standards, and international best practices (ISO 45001, ISO 14001, OSHA, NEBOSH).

• Excellent leadership, communication, and coordination skills.

• Experience in developing and implementing HSE management systems.

• Certification in NEBOSH, IOSH, or equivalent is mandatory.

• Proficiency in incident investigation, root cause analysis, and HSE reporting tools.

• Ability to lead multidisciplinary teams and foster a strong safety culture
