Position Overview

We, at Emarat Aloula is seeking a highly qualified and proactive HSE Manager to lead the implementation and continual improvement of the Company’s HSE Management System across ongoing and future operations. The role covers EPC, utilities, and infrastructure projects, including water treatment plants, sewerage treatment plants, storm water networks, and associated O&M and facility management activities.

The ideal candidate will possess strong leadership capability, extensive experience in managing multi-site HSE operations, and in-depth knowledge of UAE regulatory requirements, OSHAD standards, and relevant client guidelines (including TRANSCO, ADM, and ADNOC where applicable).

Duties & Responsibilities

  • Act as the principal HSE advisor to Senior Management, providing expert guidance on health, safety, environmental, and sustainability matters.
  • Lead and manage the HSE team across multiple projects and operational sites.
  • Develop, implement, and monitor HSE policies, procedures, objectives, and KPIs.
  • Ensure full compliance with UAE regulatory authorities including ADPHC (ADOSH), Abu Dhabi Municipality, ITC, Tadweer, and Environment Agency – Abu Dhabi.
  • Liaise with clients, consultants, and regulatory bodies to ensure contractual and statutory compliance.
  • Act as Management Representative (MR) for Integrated Management Systems.
  • Maintain and improve ISO-certified systems (ISO 45001, ISO 14001, ISO 9001, ISO 41001).
  • Plan and lead internal audits, external audits, and certification/surveillance audits.
  • Conduct HSE prequalification, evaluations, and audits for subcontractors and vendors.
  • Develop and approve project-specific HSE Plans, Risk Assessments, Method Statements, lifting plans, and emergency response plans.
  • Ensure implementation of safe systems of work, permit-to-work systems, and critical risk controls.
  • Lead incident, accident, and near-miss investigations and ensure corrective and preventive actions.
  • Oversee HSE training programs, inductions, toolbox talks, and emergency drills.
  • Monitor environmental aspects, waste management, and sustainability requirements.
  • Prepare and present HSE performance reports and KPIs to management and clients.

Minimum Requirements

  • Bachelor’s degree in Safety, Engineering, Environmental Science, or a related discipline.
  • NEBOSH International Diploma (Level 6) – Mandatory.
  • NEBOSH IGC – Mandatory.
  • ISO 45001 Lead Auditor certification.
  • OSHAD OHS Practitioner – Preferred.
  • Minimum 12–15 years of HSE experience, with strong UAE/GCC exposure.
  • Proven experience in EPC, Oil & Gas, Utilities, Infrastructure, Marine, or Facility Management sectors.
  • Strong knowledge of UAE HSE laws, ADOSH requirements, and international standards.
  • Excellent leadership, communication, and reporting skills.
  • Proficient in MS Office and HSE reporting systems.
