Key ResponsibilitiesRoad Closure & Traffic Management
- Supervise and control partial and full road closures on live roads in accordance with WZGTM and approved Traffic Management Plans (TMPs).
- Ensure correct installation, maintenance, and removal of traffic control measures including:
- Traffic signs
- Cones, barriers, and crash cushions
- Arrow boards, VMS, and warning lights
- Ensure traffic diversions and detours are implemented strictly as per approved plans and permit conditions.
Health, Safety & Compliance
- Ensure all road closure and traffic management activities comply with:
- WZGTM
- Ashghal standards
- Qatar Traffic Law
- Project HSE Plan and approved Method Statements
- Conduct risk assessments and Job Safety Analysis (JSA) for activities involving live traffic.
- Enforce PPE compliance and safe working practices for all personnel involved in road works.
Coordination & Communication
- Coordinate with:
- Traffic Police
- Ashghal representatives
- Site engineers and supervisors
- Conduct toolbox talks related to live traffic hazards, road closure procedures, and emergency response.
- Act as the main HSE focal point during traffic-related incidents or emergencies.
Inspection & Monitoring
- Carry out daily inspections of traffic management setups and road closure areas.
- Identify unsafe conditions or non-compliance and implement immediate corrective actions.
- Ensure safe and timely reopening of roads after completion of works.
Documentation & Reporting
- Review and implement approved Traffic Management Plans (TMPs), Risk Assessments, and Method Statements.
- Maintain records of:
- Road closure permits
- Daily inspections and audits
- Incidents, near misses, and corrective actions
- Prepare and submit HSE and traffic safety reports as required.
Authority
- Stop any work activity that presents an immediate risk to workers or road users.
- Enforce corrective actions to maintain full compliance with WZGTM and project requirements.
Qualifications & ExperienceEducation
- Diploma or Bachelor’s degree in Occupational Health & Safety, Engineering, or a related discipline.
Certifications (Mandatory)
- NEBOSH International General Certificate
- IOSH Managing Safely
Experience
- Minimum 3–5 years’ experience as an HSE Officer in Qatar.
- Proven experience in road works, live traffic operations, and road closure management.
License
- Valid Qatar Driving License (mandatory)

- Strong knowledge of live traffic risk controls and road closure systems
- Ability to work effectively in high-risk traffic environments
- Excellent coordination and communication skills
- Strong inspection, reporting, and risk assessment capability
