1. Job Purpose
To ensure the implementation of Health, Safety & Environment policies, procedures, and legislative requirements on construction sites in Saudi Arabia. The HSE Officer will monitor compliance, promote a safe working environment, and reduce risk while supporting project goals.
2. Key ResponsibilitiesSafety & Compliance
- Enforce HSE policies, standards, and legal requirements linked to Saudi regulations (Ministry of Human Resources & Social Development, Saudi OSHA requirements, SCE HSE Laws).
- Conduct regular site inspections, audits, and risk assessments to identify hazards and corrective actions.
- Ensure safe work permits are issued and controlled (Hot Work Permit, Confined Space, Excavation, etc.).
- Monitor contractor and sub‑contractor compliance with safety policies and Saudi standards.
Training, Awareness & Reporting
- Conduct HSE orientation and toolbox talks for site staff and subcontractors.
- Support training programs such as first aid, fire safety, PPE use, emergency drills.
- Prepare daily/weekly/monthly safety reports, near‑miss reports, incident/accident investigations.
- Maintain accurate HSE documentation & records for inspections and audits.
Incident & Emergency Management
- Investigate all incidents and near misses, perform root‑cause analysis, and implement preventive measures.
- Coordinate with emergency services, site management, and employees during emergency response.
- Ensure the availability and functionality of safety equipment (fire extinguishers, eyewash stations, barricades).
Environment & Sustainability
- Monitor environmental performance including waste management, dust control, spill prevention.
- Ensure compliance with environmental protection standards (local municipality/EPA guidelines).
Local & Company Alignment
- Work closely with Project Managers, Construction Supervisors, and HR to ensure Saudi HSE guidelines are fully integrated.
- Communicate regularly with Saudi authorities during inspections or audits when required.
- Promote a positive safety culture across the workforce, respecting local customs and workforce diversity.
3. Qualifications & ExperienceEducation
- Bachelor’s degree in Safety Management, Environmental Science, Engineering, Construction Management or related field.
Professional Certifications (Preferred)
- NEBOSH IGC / OSHA 30 / IOSH Managing Safely / CIPM (or equivalent).
- First Aid & CPR certification.
- Saudi specific HSE Certifications or training is beneficial.
Experience
- Minimum 3–7 years’ experience in construction HSE (preferably in Saudi Arabia / GCC region).
- Proven track record enforcing HSE standards in large construction projects.
- Experience in incident investigation, risk assessment, and safety auditing.
Skills
- Strong knowledge of Saudi HSE laws and regulations.
- Excellent communication (English + Arabic is a plus).
- Analytical skills and report preparation.
- Training and leadership ability.
