The HSE Officer will be responsible for implementing and overseeing health, safety, and environmental (HSE) programs to ensure compliance with all applicable regulations and standards, including those set by the Dubai Development Authority and TRAKHEES. The role includes conducting risk assessments, training employees, and ensuring a safe working environment.

Key Responsibilities:

  • Ensure compliance with Dubai Development Authority and TRAKHEES regulations and standards.
  • Keep updated with current HSE legislation and standards to ensure organizational adherence.
  • Prepare and submit required reports to regulatory bodies.
  • Develop, implement, and maintain HSE policies and procedures.
  • Conduct regular reviews and updates of HSE policies to align with changes in regulations and standards.
  • Conduct risk assessments and hazard analyses to identify potential risks and develop mitigation strategies.
  • Monitor and analyze accident and incident reports to identify trends and areas for improvement.
  • Design and deliver HSE training programs for employees, contractors, and visitors.
  • Promote HSE awareness through campaigns, toolbox talks, and safety bulletins.
  • Conduct regular site inspections and audits to ensure compliance with HSE policies and regulatory requirements.
  • Identify non-compliance issues and provide recommendations for corrective actions.
  • Develop and maintain emergency response plans and procedures.
  • Coordinate and conduct emergency drills and exercises to ensure readiness.
  • Maintain accurate records of all HSE activities, including training, inspections, audits, and incident reports.
  • Prepare and present HSE performance reports to management.

Qualifications and Experience and Skills:

  • Diploma or Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field.
  • Certification in NEBOSH, IOSH, or equivalent.
  • Minimum of 5 years of experience in an HSE role, preferably within the construction or industrial sector.
  • In-depth knowledge of Dubai Development Authority and TRAKHEES regulations.
  • Strong analytical and problem-solving skills.

Skills and Competencies:

  • Ability to develop and implement HSE policies and procedures.
  • Strong understanding of risk assessment and hazard management.
  • Proactive approach to identifying and mitigating risks.
  • Ability to conduct effective training sessions and safety meetings.

Working Conditions:

  • The role requires frequent visits to construction sites and other operational areas.
  • May involve working in various weather conditions and environments.
  • Must adhere to all safety protocols and wear appropriate personal protective equipment (PPE).
