HSE Officer

This role is responsible for ensuring strict compliance with health, safety, and environmental standards across all company operations, with a focus on project and site locations. The HSE Officer will implement safety procedures, perform risk assessments, and promote a strong safety culture in accordance with UAE regulations and company policies.

Key Responsibilities:

  • Implement and oversee HSE policies, procedures, and programs across construction and fabrication sites.
  • Carry out regular site inspections, audits, and risk assessments to identify potential hazards and unsafe practices.
  • Ensure adherence to UAE regulatory and legal HSE requirements (Dubai Municipality, Civil Defense, MOHRE, etc.).
  • Prepare, update, and maintain all HSE records, reports, and incident documentation.
  • Conduct safety inductions, toolbox talks, and training sessions for employees and subcontractors.
  • Investigate incidents, accidents, and near misses, and recommend suitable corrective and preventive measures.
  • Monitor proper usage and upkeep of PPE, fire safety equipment, and emergency response systems.
  • Collaborate with project teams to integrate safety measures into all construction and steel erection activities.
  • Coordinate with external authorities during inspections and compliance audits.
  • Support ongoing improvement of HSE performance and awareness throughout the organization.

Qualifications & Requirements:

  • Education: Diploma or Bachelor’s degree in Engineering or a related field.
  • Certification: NEBOSH IGC (mandatory); additional certifications such as IOSH, OSHA, First Aid, or Fire Safety will be an added advantage.
  • Experience: 1–3 years of experience as an HSE Officer in the construction or steel industry.
  • Knowledge in:
  • UAE HSE regulations and local authority compliance– Safety practices for construction and fabrication sites– Risk management, emergency preparedness, and incident investigation
  • Skills: Strong communication, leadership, reporting, and training capabilities.
  • Valid UAE Driving License is mandatory.
