Job Summary
We are seeking a qualified and experienced Safety Officer (HSE) for a 6-month Electrical Project at Shell Pakistan. The successful candidate will be responsible for ensuring full compliance with client HSE requirements, applicable regulatory standards, and company safety policies throughout the project lifecycle. The role requires active site monitoring, implementation of safe work practices, conducting inspections, and promoting a strong safety culture to achieve zero harm.
Key Responsibilities
- Ensure compliance with company HSE policies, Shell Pakistan HSE requirements, and all applicable local regulations.
- Monitor all electrical installation and maintenance activities to ensure compliance with electrical safety standards and safe work practices.
- Conduct daily site safety inspections and identify unsafe acts and conditions.
- Perform Hazard Identification and Risk Assessment (HIRA), Job Safety Analysis (JSA), and risk assessments before commencement of work.
- Monitor and administer the Permit to Work (PTW) system, including Hot Work, Work at Height, Confined Space Entry, Electrical Isolation (LOTO), and other critical work permits.
- Ensure proper implementation and use of Personal Protective Equipment (PPE) by all project personnel.
- Conduct daily toolbox talks, safety briefings, and HSE awareness sessions for employees and subcontractors.
- Investigate incidents, accidents, near misses, and unsafe conditions, and prepare detailed investigation reports with corrective and preventive actions.
- Coordinate emergency preparedness activities, mock drills, and emergency response procedures.
- Maintain HSE documentation, inspection records, PTW logs, incident reports, training records, and daily/weekly/monthly HSE reports.
- Coordinate with Shell Pakistan HSE representatives and project management to ensure compliance with client-specific HSE requirements.
- Stop unsafe work whenever imminent danger exists and recommend corrective actions before work resumes.
- Promote a proactive safety culture across the project site.
- Perform any other HSE-related duties assigned by the Project Manager or HSE Manager.
Qualifications
- Diploma or Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Sciences, or a related discipline.
- NEBOSH International General Certificate (IGC) or IOSH Managing Safely/Working Safely certification is preferred.
- Additional certifications in First Aid, Fire Safety, Electrical Safety, or OSHA will be an added advantage.
Experience
- Minimum 3-5 years of experience as a Safety Officer.
- Experience in electrical, industrial, EPC, industrial automation, or Oil & Gas projects is mandatory.
- Previous experience on Shell Pakistan or other multinational Oil & Gas projects will be highly preferred.
