HSE Specialist - Baluchistan

Key Responsibilities

Develop, implement, and enforce HSE policies and procedures in line with project and regulatory requirements.

Ensure compliance with Pakistan’s HSE regulations, client standards, and international best practices.

Conduct risk assessments, HAZID, HAZOP, and Job Safety Analysis (JSA) for site activities.

Lead incident investigations, root cause analysis, and ensure timely closure of corrective actions.

Perform routine site inspections, audits, and safety monitoring for contractors and subcontractors.

Monitor HSE KPIs and prepare daily, weekly, and monthly reports.

Conduct HSE inductions, toolbox talks, and ongoing safety training programs.

Ensure strict compliance with PPE requirements and safe work practices.

Coordinate and implement emergency response plans, drills, and crisis management procedures.

Liaise with local authorities, regulatory bodies, and client representatives on HSE matters.

Qualifications & Certifications

Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, or related field.

Mandatory: NEBOSH IGC (NEBOSH Diploma preferred).

Preferred: IOSH (Managing Safely / GradIOSH / CMIOSH).

Additional certifications such as OSHA, ISO 45001 Lead Auditor, First Aid, Fire Safety, or H2S Training will be an advantage.

Experience Requirements

Minimum 5+ years of HSE experience in Oil & Gas, Mining, or large-scale infrastructure projects.

Proven experience working on remote or site-based projects, preferably in Baluchistan or similar environments.

Strong background in high-risk operations such as drilling, excavation, blasting, or heavy equipment operations.

Experience managing contractor HSE compliance is essential.

Skills & Competencies

Strong communication and reporting abilities.

Ability to work in remote, challenging, and multicultural environments.

Proficient in MS Office and HSE reporting systems.
