Human Factors Engineer (Federal Health IT / EHR Modernization) – Proposal-Based

Visionary Consulting Partners (VCP) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) providing human-centered design, health informatics, and operational transformation support to federal healthcare agencies. We are a prime contractor supporting the U.S. Department of Veterans Affairs on enterprise Electronic Health Record Modernization (EHRM) and clinical workflow optimization initiatives.

Position Overview

VCP is seeking experienced Human Factors Engineers to support an upcoming U.S. Department of Veterans Affairs (VA) opportunity focused on Federal EHR modernization, usability, clinical workflow optimization, and system performance improvement.

This is a proposal-based position. Selected candidates will be asked to sign a Letter of Commitment as part of the proposal process. Employment is contingent upon contract award.

Key Responsibilities

• Conduct human-centered design and usability evaluations for clinical systems
• Perform clinical workflow analysis and business process mapping
• Lead stakeholder interviews, focus groups, and cognitive walkthroughs
• Identify and mitigate usability, patient safety, and adoption risks
• Support EHR implementation readiness and post–go-live optimization
• Analyze system performance and end-user experience data
• Develop reports, recommendations, and executive-level briefings
• Facilitate collaboration between clinical, operational, and technical teams

Required Qualifications

• Bachelor’s degree in Human Factors, Human-Computer Interaction, Industrial Engineering, Psychology, Biomedical Engineering, or related field
• 5+ years of Human Factors / usability experience (healthcare or health IT preferred)
• Experience supporting EHR/EMR systems (Oracle Health/Cerner, Epic, VistA/CPRS, or similar)
• Experience conducting usability testing, heuristic evaluations, or workflow analysis
• Ability to obtain and maintain a Public Trust clearance

Preferred Qualifications

• Experience supporting VA, DoD, or other federal health programs
• Experience with EHR modernization or large-scale system implementation
• Familiarity with tools such as:
• System Usability Scale (SUS)
• NASA-TLX
• ProModel or simulation tools
• Value Stream Mapping
• Clinical environment experience
• Master’s or PhD in a relevant field

Work Environment

• Remote with potential travel to VA medical centers
• Collaborative, multidisciplinary federal healthcare teams
• Direct impact on improving care delivery for Veterans

Employment Type

VCP’s preferred engagement type is independent contractor (1099); however, W2 employment may be considered based on candidate preference and contract requirements.

Compensation

Competitive and commensurate with experience and labor category requirements.

Proposal Requirement

Candidates selected for the proposal team will be asked to:

• Provide an updated resume in VCP format
• Sign a Letter of Commitment (LOC)
• Participate in a brief technical/interview discussion

Pay: $83,810.66 - $100,933.27 per year
