DESCRIPTION OF SERVICES:
An employee in this class reports to an administrative or technical supervisor and performs a variety of paraprofessional, general office and administrative support work that supports one or more human resource functions. Work is performed independently under general supervision. Paraprofessional human resource work is characterized by the application of human resource laws, rules and regulations, providing technical assistance to employees, applicants and others in standard human resource transactions, human resource services, and maintaining personnel files. Assignments require evaluative thinking carried out in accordance with accepted human resource laws, rules and regulations. Primary work of employees is transactional in nature and includes entering/updating/modifying accurate data for the assigned human resource area in the system of record, retrieving, maintaining, and reporting on data and gathering other information for professional human resource staff. Contacts are typically with agency staff, other state agencies and others outside state government for the purpose of gathering, coordinating and relaying information.

REQUIRED AND DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:Must possess at least one of the following:
  • Possession of an Associate's degree or higher.
  • Possession of a Statewide Human Resource Certification or professional human resource certification.
  • One year of experience in performing paraprofessional or administrative support work for a human resource function.
Knowledge of applicable state and federal laws, rules, regulations, standards, policies and procedures.
Knowledge of basic math such as addition, subtraction, multiplication and division.
Knowledge of grammar, punctuation, spelling and composition.
Skill in providing routine guidance and direction to employees, managers, applicants or others.
Skill in collecting, compiling, evaluating and analyzing information from a variety of sources.
Skill in effective communications, both orally and in writing.
Skill in using automated human resource information systems to enter, update, modify, delete, retrieve and report on data.
Skill in using computer applications such as spreadsheets, word processing and/or database applications.
Skill in providing customer service which includes providing prompt, accurate and courteous service and responding to complaints.
Skill in preparing and maintaining accurate records, files, and reports.
Ability to recommend new and revised internal policies and procedures.
Ability to establish and maintain effective working relationships with a variety of people.
Ability to complete work in a timely and effective manner.
Ability to maintain confidentiality.

JOB DUTIES AND RESPONSIBILITIES:
Responds to inquiries, explains human resource services and applies human resource laws, rules, regulations, standards, policies and procedures.
Conducts research for professional human resource staff; collects data and gathers information from employees, managers, applicants or the public; participates in the analysis of data collected and assists with the formulation of recommendations.
Provides guidance and direction to employees, managers, applicants or others in registering or applying for human resource services.
Processes a variety of transactions by entering, updating, modifying, deleting, retrieving and reporting on data in automated human resource information systems or other computerized systems. This includes more complex human resource transactions such as calculating over- payments and under-payments, resolving issues and submitting corrections.
Creates and maintains personnel records and files.
Reviews human resource forms, data and other information; ensures accuracy, completeness and compliance; and prepares correspondence, spreadsheets and presentations.
Compiles data and prepares reports, statistics and statistical summaries, narrative summaries or other representations of data.
Participates in developing internal procedures.
Participates in meetings and conference calls with employees, managers, applicants and/or the public to gather information and understand human resource problems; may participate in interviews.
Maintains confidentiality for all human resource related programs/services.
May provide guidance/direction to or oversee technical and/or administrative support personnel.

HOURS OF OPERATION: 40 hours per week, Monday through Friday (excluding federal holidays).
