We wish to express our interest in hiring a highly experienced and seasoned Human Resources Manager for our construction division.

The potential candidate must possess:

  • 5-10 Years experience particularly in the UAE high rise construction.
  • UAE Driving License (Preferably Own Vehicle).

Key Skills & Qualifications

  • Bachelor’s degree in HR, Business Administration, or related field.
  • Strong knowledge of UAE Labour Law & MOHRE procedures.
  • Experience handling large blue-collar and site-based workforces.
  • Excellent communication, leadership, and organizational skills.
  • Proficiency in HR systems and MS Office.

Roles & Responsibilities

1. HR Strategy & Workforce Planning

  • Develop and implement HR strategies aligned with project requirements and company objectives.
  • Plan manpower requirements for projects (engineers, supervisors, skilled and unskilled labor).
  • Coordinate with project managers for mobilization, demobilization, and workforce allocation.
  • Manage recruitment budgets and optimize workforce costs.

2. Recruitment & Selection

  • Lead recruitment for technical, administrative, and site staff.
  • Coordinate with recruitment agencies (local and overseas).
  • Screen CVs, conduct interviews, and manage selection processes.
  • Ensure job offers, employment contracts, and compensation structures comply with UAE labour law.
  • Oversee onboarding and induction programs.

3. UAE Labour Law & Compliance (MOHRE)

  • Ensure full compliance with UAE Labour Law, MOHRE regulations, and company policies.
  • Manage employment contracts, offer letters, and labor approvals.
  • Monitor contract renewals, probation periods, terminations, and end-of-service benefits.
  • Ensure compliance with WPS (Wage Protection System).
  • Handle labour inspections, disputes, and grievances in coordination with PRO/legal advisors.

4. Visa, Immigration & PRO Coordination

  • Oversee visa processing, renewals, cancellations, and status changes.
  • Coordinate with PRO for employment visas, Emirates ID, medical tests, and labour cards.
  • Maintain updated employee records for passport, visa, and EID expiry tracking.
  • Ensure legal documentation for dependents and family visas where applicable.

5. Payroll, Compensation & Benefits

  • Manage monthly payroll in compliance with WPS requirements.
  • Administer salaries, overtime, allowances, deductions, and final settlements.
  • Ensure timely processing of gratuity and end-of-service benefits.
  • Manage employee benefits such as medical insurance, leave entitlements, and site allowances.

6. Employee Relations & Welfare

  • Act as a link between management and employees.
  • Handle employee grievances, disciplinary actions, and conflict resolution.
  • Implement welfare initiatives for site workers (accommodation, transportation, food, safety).
  • Promote fair treatment and a positive working environment.

7. Performance Management

  • Develop and implement performance appraisal systems.
  • Set KPIs in coordination with department heads and project managers.
  • Identify training and development needs.
  • Support promotions, increments, and corrective action plans.

8. Training & Development

  • Identify skills gaps and arrange technical and safety training.
  • Coordinate mandatory HSE, induction, and toolbox training for site staff.
  • Maintain training records in compliance with project and authority requirements.

9. Health, Safety & Site HR Coordination

  • Coordinate with HSE teams to ensure compliance with site safety rules.
  • Support implementation of safety policies, incident reporting, and disciplinary measures.
  • Ensure workers are medically fit and certified where required.

10. Policies, Procedures & Documentation

  • Develop and update HR policies and procedures as per UAE laws and company standards.
  • Maintain employee handbooks and HR manuals.
  • Ensure proper filing and confidentiality of employee records.
  • Prepare HR reports for management (manpower, turnover, absconding, etc.).

11. Disciplinary & Legal Matters

  • Handle disciplinary actions in accordance with UAE Labour Law.
  • Support termination, resignation, absconding, and legal case documentation.
  • Coordinate with legal consultants and authorities when required.

12. HR Administration & Reporting

  • Maintain HRMIS or manual records accurately.
  • Prepare monthly HR dashboards (headcount, attrition, visa status, payroll summary).
  • Support audits, inspections, and management reporting.

Salary: 6,000 AED to 10,000 AED

Further perks and incentives will be awarded subject to individual and company performance.
