Human Resources Administrative Technician

This position provides administrative support under the general guidance and leadership of the Human Resources and Risk Management Director. This is a professional-level administrative and technical position within the Human Resources Department. Administration duties for a wide variety of human resource programs and services are a key component of this position, including providing general administrative support to leadership. This position works with data and people relationships, requiring a high level of confidentiality, professionalism, ethics, and trust. Overseeing team member file maintenance within various human resources platforms, databases and systems in an accurate, effective and efficient manner are critical functions of the position. Customer service, administrative skills, organizational skills and teamwork are critical to this position. The omission of specific duties does not exclude them from the position.Provides primary and first contact and internal/external customer service interaction for visitors within the department.Assists leaders with administrative tasks as needs arise in a cooperative, team-focused and organized manner.Assists with maintaining and administering the Human Resources and payroll systems, timekeeping system and various other databases and systems. This includes maintaining tables and spreadsheets relating to tracking of training, new hires, terminations and other various listings. Prepares and responds to Public Records Requests, including preparation and redaction of employee files for public viewing and response to requests.Provides strong proofreading skills for the Human Resources team. Completes required check request for invoices.Process, receive and monitor purchase orders on the City’s online purchasing system for the Department, including being the allocator for the team.Oversee records management of team member and retiree files, including filing, scanning, redacting and complying with record retention requirements. Assists with setting up new Team Member files and maintenance of files of current employees and retirees.Manages employee recognition and anniversary awards.Manages various celebration programs, including birthdays, holidays, wellness and other announcements and flyers.Provides administrative support, including filing, copying, scanning, ordering supplies and processing documents.Maintains common areas within the department, including conference rooms, work areas and general use areas.Assists in departmental projects and provides administrative support in functional areas including training and organizational development, benefit administration, team member relations and compensation.Produces various flyers and publications for City team members. Issues team member badges as a form of identification and access control within the City.Processes email, written and telephone requests for employment verifications.Sorts mail, composes correspondence and maintains records and files in compliance with standard office practices and legal requirements.Maintains schedule and coordinates meetings and usage of the Human Resources conference room. Schedules meetings and logistics for various functions.Assists in processing unemployment compensation claims, including compiling and submitting proper documents. Follows confidentiality expectations, especially those specific to the Human Resources function.Performs notary services.Performs other duties as assigned.KNOWLEDGE, SKILLS AND ABILITIES Knowledge or ability to learn requirements for Federal, State and Local regulations regarding public sector employment.Excellent proofreading and writing skills.Strong technology skills including ability to utility technology to accomplish various tasks.Excellent customer service skills and positive attitude.Strong desire to assist others to achieve their needs in a positive and servant-focused manner.Extensive knowledge of Microsoft products, including but not limited to Word, Excel and Outlook.Ability to learn proprietary and third-party software efficiently and independently.Strong professional, cooperative, positive and team-focused communication in all written and oral forms, including email, letters, memos, etc.Ability to exercise independent judgment while following processes and procedures.Ability to multitask and maintain a strong level of organization with evolving and changing priorities.Develop and maintain effective, team-focused and professional working relationships with City team members, leadership, other agencies and the general public.Must maintain confidential and sensitive information with a strong understanding of the impact of Human Resources on the collective team.

EXAMPLE OF DUTIES
Graduation from high school or possession of an acceptable equivalency diploma.Bachelor’s Degree in business or related field is preferred.Minimum of two (2) years' work experience in a professional business environment in an administrative capacity.Valid Driver’s License.Must have and maintain Florida Notary Certification (or ability to obtain within 30 days).PHYSICAL DEMANDSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
