ABOUT THE ROLE
Human Resources supports employees through their entire experience at MTC and are the go-to for all things related to employment. This HR Analyst II position is a generalist/administrative role responsible for HR data administration, personnel file administration and record retention, HR administrative processes, HR program support, and requires a general working knowledge of HR best practices, confidentiality, and agency HR policies. The incumbent supports employees throughout the employment lifecycle by orienting employees to HR policies, programs, and resources, providing guidance to employees, and ensuring employee transactions are processed accurately and efficiently. In addition, this HR Analyst II position will help maintain organizational and employee data in our HRIS system.

Under general supervision of the Human Resources Program Manager, the Human Resources Analyst acts as one of the key HR representatives to facilitate non-executive interview panels and perform professional analytical work to administer MTC’s employment programs. This person will act as a liaison including extensive communication between employees, supervisors and managers, and other MTC business departments.

The Human Resources Analyst is responsible for performing the full range of human resources administration support duties as assigned, working independently, and exercising judgment and initiative; will receive only occasional instruction or assistance as new or unusual situations arise and is fully aware of the operating procedures and policies of the work unit; is expected to analyze and make recommendations to human resources management to improve the effectiveness of the design, implementation, and administration of employment programs; may exercise technical and functional supervision over and provide training to lower-level staff; and perform other job-related tasks and duties as needed or assigned by the Section.


The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area. THIS TEMPORARY FULL-TIME POSITION IS ELIGIBLE FOR SPECIFIC TIER 2 BENEFITS AS FOLLOWS:


  • Enrollment in CalPERS pension which requires a contribution from both the employer and you. Your contribution rate will be determined by CalPERS. The current contribution rate for PEPRA members is 7.25% and for Classic members the contribution rate is 7.004% of eligible earnings (as a pre-tax deduction).
  • Enrollment in CalPERS medical insurance with MTC covering 95% of the premium and you contributing 5% (as a pre-tax deduction) or you may waive medical insurance enrollment with proof of alternative medical coverage.
  • MTC provided public transit subsidy of up to $340 per month in accordance with MTC’s public transit program.
  • Accrual of 8 hours of sick leave per month.
  • Holidays off with pay when MTC officially closes for an observed holiday. You will also receive one floating holiday to be used for a culturally significant event in recognition that “official” holidays are not fully inclusive of various cultures and traditions.
  • No vacation hours will be accrued while you are filling this temporary assignment.

The above is the full extent of benefits provided while in this Temporary Tier 2 employment status.

All MTC employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.


An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education : A Bachelor's degree in personnel management, labor relations, organizational development, public or business administration or closely related field. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and attach proof of equivalency along with application.

Experience : One year of relevant, recent full-time work experience analyzing and developing personnel policies and procedures, or supporting the administration of a personnel discipline (e.g., recruitment, classification and compensation, employee relations, training, organizational development).

Minimum of one (1) year of increasingly responsible experience in Recruiting and/or Human Resources administration. Strong knowledge of Recruitment and Human Resources processes and best practices and experience working with an HRIS is required. Applicants with additional years of relevant professional experience will be given preference.

Preferred Qualifications

  • 5+ years of direct recent and relevant talent acquisition and human resources experience is highly preferred.
  • Direct recruiting/talent acquisition experience highly preferred.
  • Experience with Oracle is preferred.
  • Government agency experience is highly desired.

The ideal candidate will have the following knowledge, skills, and abilities:

Knowledge of :

  • Principles, practices, and techniques of human resources and salary administration including audit and reconciliation of processes such as talent acquisition, status changing, termination, qualifying event and/or employment status changes, and system compliance.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Principles and practices of data collection, record-keeping, and preparation of reports and correspondence.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and MTC staff.
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Skill and Ability to :

  • Learn and understand the organization and operation of MTC and of outside agencies as necessary to assume assigned responsibilities.
  • Learn, understand, interpret, and apply all pertinent laws, codes, regulations, MTC policies and procedures, and standards relevant to work performed.
  • Administer and coordinate human resources programs such as talent acquisition, onboarding and benefits administration as needed.
  • Conduct research on a wide variety of human resources administration and program topics and issues.
  • Analyze, interpret, summarize, and present information and data in an effective manner.
  • Prepare clear and concise reports, correspondence, procedures, and other written materials.
  • Analyze situations and identify pertinent problems/issues, collect relevant information, evaluate options, and recommend and implement, upon approval, appropriate course of action.
  • Maintain confidentiality of sensitive personal information of employees, former employees, and other matters affecting employee relations.
  • Organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
