Position Summary
The Human Resources and Compliance Coordinator oversees all human resources, benefits, employee relations, workforce development, and compliance functions for St. John Center. This position partners with leadership to ensure compliance and employment regulations while supporting organizational effectiveness and employee engagement. The Human Resources and Compliance Manager manages the full employee lifecycle, including recruitment, onboarding, training, performance management, compensation, benefits administration, corrective action, retention, succession planning, and offboarding. The role also is an effective arm of CARF accreditation requirements, Medicaid documentation compliance, and 1915(i) RISE Program data management and reporting to support agency quality, compliance, and operational excellence.
Human Resources Leadership
- Enhance HR strategies and initiatives aligned with the overall mission, vision, and strategic goals of St. John Center.
- Serve as a resource to leadership regarding employment practices, workforce planning, employee engagement, and organizational development.
- Bridge management and employee relations by addressing employee concerns, grievances, complaints, and workplace conflicts.
- Promote a positive, inclusive, and respectful workplace culture.
- Provide guidance and support to supervisors regarding employee performance, coaching, corrective action, and leadership development.
- Develop succession planning and employee retention strategies.
Recruitment, Hiring, and Staffing
- Lead recruitment efforts including job postings, candidate screening, interviewing, reference checks, and hiring recommendations.
- Coordinate and manage all onboarding processes for new employees.
- Facilitate new employee orientation and ensure completion of all required employment documentation.
- Manage employee offboarding, exit interviews, and separation processes.
- Monitor staffing trends and recommend workforce solutions to leadership.
Benefits, and Compensation Administration
- Administer employee benefits programs including health, dental, vision, life insurance, retirement plans, disability insurance, and supplemental benefits.
- Serve as liaison with insurance carriers, ADP, retirement providers, AFLAC, workers' compensation administrators, and other benefit vendors.
- Manage PTO, leave requests, attendance tracking, and timekeeping systems.
- Assist leadership in compensation analysis and salary administration.
Performance Management and Employee Relations
- Oversee the agency's performance evaluation system.
- Coordinate annual employee evaluations and monitor completion.
- Assist supervisors with employee coaching, performance improvement plans, and corrective action processes.
- Ensure consistent application of disciplinary procedures and workplace policies.
- Maintain documentation related to employee performance and corrective actions.
- Investigate employee concerns, complaints, and workplace incidents.
Training and Workforce Development
- Coordinate, schedule, track, and maintain all employee training requirements.
- Monitor training compliance and testing requirements.
- Facilitate onboarding and ongoing professional development opportunities.
- Identify workforce development needs and recommend training initiatives.
- Maintain employee training records and compliance documentation.
Compliance and Risk Management
- Ensure agency compliance with federal, state, and local employment laws and regulations.
- Monitor and maintain compliance with CARF accreditation standards.
- Oversee compliance documentation, reporting, and corrective action plans related to CARF and regulatory requirements.
- Develop, review, revise, and implement agency policies and procedures.
- Conduct periodic audits of HR and compliance processes.
- Educate employees regarding workplace safety standards and best practices.
- Partner with leadership to ensure safe working conditions and regulatory compliance.
- Manage workers' compensation claims and return-to-work processes.
Medicaid, RISE Program, and Data Compliance
- Oversee data compliance requirements associated with Medicaid-funded services.
- Manage reporting and documentation requirements for the 1915(i) RISE Program.
- Monitor compliance with Medicaid regulations and documentation standards.
- Collaborate with program leadership to improve documentation accuracy, compliance, and operational efficiency.
- Analyze workforce and service delivery data to identify trends and support quality improvement initiatives.
- Assist in preparing reports for regulatory agencies, funders, auditors, and accreditation reviews.
Financial and Administrative Functions
- Reconcile HR-related invoices and benefit billing statements.
- Review and process benefit-related expenditures.
- Maintain personnel files and HR information systems.
- Assist with audits, reporting requirements, and agency compliance reviews.
- Support organizational planning and operational initiatives as assigned.
Pay: $30.00 - $35.00 per hour
