Job Summary: Reporting to the Mahoning County Board of Commissioner’s Senior Human Resources Administrator (HR) and in conjunction with the Director of Job and Family Services (JFS), the Human Resources and Labor Relations Specialist (HRLRS) will assist with labor, employee relations and human resources matters at JFS, gathering, collecting, and maintaining documents and records required for contract and policy development, investigations, and negotiations. Additionally, the HRLRS performs general HR functions such as; recruiting and interviewing staff, processing payroll, benefits, and leave, and enforcing company policies and practices. Consults with line management, provide daily HR guidance, analyzes trends and metrics, resolves complex employee relations issues, improves work relationships and productivity, and suggests HR strategies. The position formulates partnerships across the HR function to deliver value-added service to management and employees that reflects the business objectives of the organization. Handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff at JFS. Serves as the initial contact and liaison for intake and assessment of employee complaints. Implements new hire orientation and employee recognition programs. Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development. Maintains knowledge and understanding of laws and regulations related to EEO, affirmative action, collective bargaining, unions, labor relations, and human resources. Provides day-to-day performance management guidance to line management (e.g., coaching, counseling, career development, disciplinary actions). Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
Qualifications: Bachelor’s Degree in Human Resources, Labor Relations, Business, Accounting or related field required and a minimum of five (5) years of experience resolving complex employee relations issues, working knowledge of multiple human resource disciplines, including compensation practices, organizational diagnosis, employee and union relations, diversity, performance management, training/development and federal and state respective employment laws. At least 3yrs of professional human resource administration required with experience in employee and labor relations preferred. Prior experience working in a union environment is required. A PHR, SHRM-CP or SHRM-SCP certification preferred.
