Overview
The Human Resources & Office Manager is responsible for leading the North Dakota Safety Council’s human resources functions and ensuring smooth, professional, and efficient daily office operations. This position exercises discretion and independent judgment in matters related to HR administration, employee onboarding, policy implementation, office workflow, and staff support.
The role oversees office operations, supervises the Office Coordinator, manages payroll and benefits administration, ensures compliance with HR and employment standards, and supports organizational procedures. This position also provides limited support to the accounting team through basic accounts receivable duties.
This is a key leadership role requiring confidentiality, professionalism, independent decision-making, and strong organizational and interpersonal skills.
Key Responsibilities:
Office Leadership:
- Oversee day-to-day operations of the Bismarck office and ensure a well-organized, professional work environment.
- Supervise, train, and evaluate the Office Coordinator; provide direction and oversight of front desk workflow.
- Manage administrative procedures, office policies, and operational processes; exercise discretion to improve them as needed.
- Assist with checking students into the computer lab, following appropriate procedures, and directing visitors and students to where they need to go.
- Coordinate building access, facility needs, equipment management, and vendor relationships.
- Provide administrative support to managers, directors, and trainers.
- Lead scheduling and coordination for meeting spaces, staff support, and organizational workflow.
- Establish standards for office efficiency, customer service, and internal communication.
- Assist in planning and implementation of the NDSC annual conference.
- Demonstrate leadership and professionalism internally and externally.
- Perform other duties as assigned by management.
Human Resources Leadership:
- Administer bi-weekly payroll and ensure compliant timekeeping and documentation.
- Manage employee benefits (enrollments, changes, billing, communications with vendors).
- Lead new employee onboarding and orientation; maintain accurate and compliant personnel records.
- Implement HR procedures, ensure adherence to policies, and support HR compliance efforts.
- Serve as the primary HR point of contact for staff regarding policies, benefits, and employment-related questions.
- Assist with recruitment through posting positions, coordinating interviews, and supporting hiring processes.
- Exercise independent judgment on HR-related matters, including employee support, confidentiality, and policy interpretation.
Accounting Support:
- Perform routine accounts receivable tasks including invoicing, payment posting, and deposit preparation.
- Assist program staff to ensure accurate billing and proper revenue coding.
- Support month-end processes and provide documentation for audits when necessary.
Qualifications and Skills:
Required:
- Minimum 3 years of experience in HR, office management, administration, or related leadership role.
- Strong understanding of HR processes including payroll, onboarding, benefits, and employment documentation.
- Ability to exercise discretion and independent judgment on HR and office operations matters.
- Exceptional organizational skills, attention to detail, and ability to balance multiple priorities.
- Strong communication skills and a customer-service approach.
- High level of professionalism and ability to maintain confidentiality.
- Proficiency with Microsoft Office Suite.
Preferred:
- Experience supervising staff or leading administrative teams.
- Experience with ADP, QuickBooks, or similar systems.
- Nonprofit or training/education sector experience.

Work Environment and Compensation:
- This position is located at the NDSC Safety Campus in Bismarck, ND.
- Full-time position, Monday to Friday, with occasional flexibility based on workload demands.

Pay: $50,000.00 - $62,000.00 per year
