Position Summary
The HR Business Partner / HR Manager is a hands-on generalist responsible for aligning HR strategies with organizational goals while ensuring compliance with healthcare, nonprofit, and employment regulations. This role partners closely with clinical leadership, provides day-to-day coaching to managers and staff, oversees HR operations, and drives people programs in support of an engaged, high-performing workforce.

Key Responsibilities
HR Business Partnering

Serve as a trusted advisor to clinical and administrative leaders on employee relations, performance management, workforce planning, engagement, and team dynamics.

Partner with managers to identify talent gaps, support team restructuring, and develop retention and development strategies.

Provide coaching on leadership, communication, conflict resolution, and effective people management.

Analyze HR and workforce data to provide insights and recommendations to leadership.

Support organizational change initiatives, culture-building efforts, and DEI practices aligned with the organization’s values.
Compliance & Regulatory Oversight

Ensure compliance with federal, state, and local labor laws, including FMLA, ADA, FLSA, HIPAA, and healthcare-specific standards.

Oversee employee file compliance, credentialing requirements, and licensure verifications for clinical staff.

Maintain and update policies, employee handbook, and procedures in alignment with nonprofit and healthcare regulatory changes.

Coordinate annual mandatory trainings such as HIPAA, OSHA, workplace safety, and harassment prevention.

Lead investigations related to employee relations, compliance concerns, or workplace incidents.
HR Operations & People Programs

Manage onboarding, orientation, and offboarding processes for clinical and administrative employees.

Partner with Finance/Payroll to ensure accurate payroll processing, benefits administration, and HRIS data integrity.

Support recruitment for clinical and non-clinical roles in partnership with hiring managers.

Administer performance management cycles and support goal-setting and employee development initiatives.

Lead or support HR projects such as engagement surveys, retention programs, or process improvements.
Qualifications
Required
-
Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, or related field.

5+ years of HR Generalist, HRBP, or HR Manager experience
, ideally in a small or mid-sized organization.

Healthcare industry experience required
(clinical environment strongly preferred—FQHC, community clinic, behavioral health, outpatient care, nonprofit healthcare, etc.).

Strong knowledge of healthcare compliance, HIPAA, and labor regulations.

Demonstrated experience advising managers on sensitive employee relations matters.

Ability to work independently in a fast-paced environment with a high degree of confidentiality and sound judgment.
Preferred
-
Experience in a nonprofit organization or community healthcare setting.

HR certification (PHR, SHRM-CP, SPHR, SHRM-SCP).

Experience implementing or optimizing HRIS tools and digital HR processes.
