Primary Purpose:
- Administer employee benefits, leave, and accommodation programs to ensure compliance with
applicable laws and administrative policies and procedures. Serve as the primary contact for
inquiries and processes related to the Family Medical Leave Act (FMLA), Americans with Disabilities
Act (ADA), workers compensation, leave administration, and the ESC’s Benefits Cooperative. Design
and implement wellness initiatives and educational awareness campaigns regarding employee
benefits and retirement/financial planning. Provide general guidance and support to staff regarding
various HR functional areas, policies, procedures, and employment laws.
Education/Certifications:
- Bachelor's Degree required
- Professional HR certification (SHRM-CP or PHR; TASBO RTSBA or RTSBO) preferred
Experience:
- One - Three years of progressive human resources experience required
- Experience with electronic benefits administration and HR management system (ASCENDER) preferred.
- Leadership experience preferred in the area of school administration
- Strong knowledge of HR best practices and employment-related regulations, including the ACA, FMLA, FLSA, ADA, HIPPA, COBRA, EEO, PWFA, PUMP, worker classification, and other employment/labor laws and government compliance requirements
Special Knowledge/Skills:
- Supervisory and leadership skills in comprehensive planning and project management
- Ability to interpret federal and state policies and provide HR technical assistance
- Knowledge of adult learning styles as they relate to continuing professional education

Specific Responsibilities and Duties for the Human Resources Program Coordinator:
- Duties/responsibilities may change due to legislation, regulations, policies, guidelines governing the
school, community, as prescribed by local, state, or federal government compliance.
Compliance & Employee Support
- Ensure compliance with state and federal employment laws, board policy, and public education regulations
- Administer all aspects of leave and accommodation programs, including FMLA, ADA, Sick Leave Bank, and other paid and unpaid leave policies, in accordance with applicable federal, state, and local employment laws.
- Provide effective case management, including accurate and timely communication, receipt of required documentation, records management, and collection of benefits premiums for FMLA, ADA accommodation request, and extend leaves of absence
- Provide support and guidance to ESC staff on the Affordable Care Act, FMLA, FLSA, ADA, HIPPA, COBRA, EEO, worker classification, worker’s compensation regulations, and other employment/labor laws and government compliance requirements.
- Advise employees and supervisors regarding leave eligibility processes, return to work status,
- accommodations, and required documentation
- Track and maintain leave balances, ensuring compliance with administrative policy, procedures, and legal requirements
- Partner with payroll to ensure accurate tracking and processing of paid and unpaid leave
- Support employee relations efforts and provide guidance to supervisors on HR procedures
Benefits & Retirement
- Administer all aspects of employee benefits programs, including enrollment, changes, and termination processes
- Serve as the subject matter expert for benefits products, 403b/457 tax sheltered annuity plans, and Teacher Retirement System (TRS) eligibility and participation rules.
- Act as the primary liaison between employees and benefits providers, resolving inquiries and issues promptly
- Manage TRS retirement enrollment and reporting, and assist ESC staff with retirement planning
- Maintain thorough and accurate records of benefits transactions to meet internal and external reporting requirements
- Monitor employee benefits eligibility and ensure compliance with requirements of the Affordable Care Act
- Lead and administer ESC wellness initiatives, including wellness info sessions, vaccine clinics, blood drives, gym memberships, and retirement/financial planning.
Payroll & HR Systems
- Process onboarding and employment changes using ASCENDER CIPS, Employee Portal, Payroll Masters, electronic signature systems, etc
- Provide the payroll department with balanced monthly supplemental compensation information and benefits changes.
- Ensure accurate salary placement, payroll coding, and grant funding alignment.
- Maintain personnel records and ensure audit-ready documentation
Workforce & Financial Support
- Assist with employee forecasting and staffing reports
- Monitor HR accounts, benefits billing, and grant-funded classified staff allocations
- Coordinate IRPT documentation and reporting requirements
- Support documentation of work arrangements in accordance with ESC policy
General
- Assist in the development and monitoring of the program budget
- Assist the Chief Human Resources Officer with other duties as assigned by the Executive Director, Leadership, or the Human Resources office
