Job Description

SUMMARY

The Human Resource (HR) Director reports to the Chief Executive Officer and is instrumental in ensuring smooth operations, availability of qualified human capital, and strong interpersonal relationships in accordance with SPIRITT Family Services’ mission, vision, Strategic Plan, accreditation standards and government regulations. The Human Resource Director will exemplify SPIRITT’s values, and as a member of the senior leadership team is a key liaison between employees and administration. The HR Director will oversee the department composed of two positions including a Payroll Specialist and HR Specialist. The Director will work strategically with Executive Team on agency goals and objectives including CARF Accreditation. Director will also be hands-on in the areas of employee relations, HR technology, culture and engagement, employee and leadership development, payroll, performance management, compensation and benefits and all other areas related to HR.

ESSENTIAL DUTIES

Human Resources Operations

  • Ensure compliance with federal, state and city regulatory laws, guidelines and standards within necessary and multiple timelines.
  • Lead HR operations including payroll, benefits, compliance, and employee relations
  • Partner with leadership on recruitment, performance management, and workforce planning.
  • Develop policies, training, and programs that foster engagement, safety, and growth.
  • Prepare materials for agency audits, benefits renewals, and annual government report for multi-sites and multi-contracts.
  • Identify, measure, and deliver HR metrics/data to leadership team to support organizational objectives.
  • Serve as chair/co-chair of key employee committees and ensure compliance with regulations.
  • Collaborates with management on succession planning and leadership development, including the development of a mentorship and coaching program.
  • Think and act strategically. Assist the leadership team to drive initiatives and remain on the leading edge. Understand current environmental and economic issues and their impact on people/agency.

Workforce Development

  • In coordination with Chief Operating Officer, Director of Finance and Administration, and Directors to manage recruitment efforts, including writing job postings, advertising open positions, reviewing resumes, coordinating, and conducting interviews, conducting reference and background checks, and developing offer letters.
  • Recruit and manage an appropriate team to promote a culture of high performance and continuous improvement that values learning and a commitment to quality.
  • Mentor and develop staff using a supportive and collaborative approach on a consistent basis.
  • Knowledge of current human resources best practices, extensive experience in organizational behavior, employee relations, compensation, benefits, and employee development; and HR compliance.
  • Depth of knowledge of compensation management and surveys, wage and hour law, labor law, legal compliance, benefits, EEO/AA guidelines, investigations, prevention
  • Experience in policy development and implementation
  • A proven track record of working effectively with teams and managers to achieve cohesive, transparent, efficient, and effective operations
  • Excellent communication and problem-solving skills, including conflict resolution and presentation skills
  • An active listener with excellent communication skills, a presence that engenders trust, confidence, and respect
  • Strong interpersonal skills to allow for effective and positive communication with management across all constituent groups; demonstrated leadership/supervisory experience, and the ability to deliver sensitive information tactfully and professionally
  • Extensive leadership experience within human resources and experience working with and advising senior executive
  • Establish and monitor staff performance and development goals, assign duties, set objectives, establish priorities, and conduct performance reviews.
  • In coordination with the Directors and Managers develop, implement, and evaluate the performance management system, new staff orientation and on-boarding process; career-pathing program, staff wellness and recognition activities; and professional development policies and training program i.g. monthly general staff meeting and professional development.

Interpersonal Relationships

  • Serve as a liaison between management and employees by handling questions, interpreting, and administering contracts, and helping resolve work-related problems.
  • Assess SPIRITT HR needs and develops a prioritized action plan identifying resources needed, timeline, and deliverables in partnership with senior leadership.
  • Coordinate with executive staff to clarify the skills, behavior, and qualities the organization wants exhibited by staff.
  • Represents the organization at employment related hearings and investigations.

POSITION REQUIREMENTS
To perform effectively in this position, the individual must have:

  • Minimum Level of Education – Bachelor’s Degree in Human Resources, Business Administration or equivalent experience.
  • Minimum level of job-related experience prior to the current job 5 years of HR Management experience preferred.
  • Experienced in all areas of human resources including, but not limited to, employee relations, talent acquisition, compensation and benefits, organization development, employee and leadership development.
  • Excellent oral and written communication skills, including the ability to clearly and concisely answer questions and convey information to employees and management team.
  • Proficiency with Microsoft Word, Excel and PowerPoint, and Internet fluency.
  • Ability to work both independently and self-initiator and as a strong team member.
  • Multi-tasking, organization and planning skills are important since interruptions are frequent, and advance and impromptu deadlines require decision making and time management.
  • Takes responsibility for local HR activities; makes self-available to employees and the management team.
  • Some experience with applications and operation of an HRIS software, such as ADP Workforce Now is helpful.
  • High level of confidentiality and professionalism is required.
  • Must be adept at problem-solving, including being able to identify issues and resolve programs in a timely manner.
  • Must possess strong interpersonal skills. Must be dependable, able to follow instructions, respond to administration, management and employees request.
  • Must be able to prioritize and plan work activities as to use time efficiently.
