GENERAL SUMMARY OR OVERALL, PURPOSE: The Director of Human Resources is responsible for developing and implementing a human resource strategy that aligns with the overall business plan and strategic direction of ERFSC. This role includes overseeing talent acquisition, employee relations, compensation, benefits, training and development, performance management, and compliance. The HR Director works closely with executive leadership to foster a positive, mission-driven culture that attracts and retains top talent. This position reports directly to the COO.

PRINCIPAL ACCOUNTABILITIES: 

Strategic Leadership

  • Develop and implement HR strategies and initiatives aligned with the ERFSC’s mission, vision, and values.
  • Provide strategic guidance to executive leadership on organizational structure, workforce planning, and succession management.
  • Champion a culture of inclusion, accountability, and continuous improvement.

Talent Management

  • Oversee full-cycle recruitment and onboarding processes to attract and retain diverse and qualified candidates.
  • Design and manage performance appraisal systems that drive professional growth and organizational effectiveness.
  • Implement professional development and training programs that align with organizational goals.

Employee Relations & Engagement

  • Promote a positive, safe, and equitable workplace culture.
  • Provide effective leadership and expert guidance on matters related to employee relations, conflict resolution, and disciplinary processes.
  • Ensure consistent communication of policies and procedures across all departments.

Compensation & Benefits

  • Develop a compensation strategy that ensures competitiveness in the market and fairness within the organization.
  • Oversee employee benefits administration, annual renewals, and compliance with federal and state requirements.
  • Partner with Finance to ensure budget alignment for all personnel-related expenses.

Compliance & Policy Administration

  • Maintain up-to-date knowledge of employment laws and ensure compliance with all applicable regulations (EEO, FMLA, ADA, etc.).
  • Oversee maintenance of personnel records and HRIS systems in accordance with legal requirements and best practices.
  • Create, regularly refine, and implement comprehensive human resources policies and procedures to ensure alignment with organizational goals and legal regulations.

Organizational Development

  • Support leadership in fostering employee engagement, recognition, and retention initiatives.
  • Use organizational assessments, HR metrics, and qualitative feedback to identify performance barriers and recommend organizational development solutions that increase overall effectiveness and impact.
  • Collaborate with leadership to assess organizational needs, staffing structures, workflows, and team effectiveness. Provide data-informed recommendations on restructuring, role design, and workforce planning to support strategic programs and community impact.
  • Design and implement a robust staffing and onboarding framework that enhances candidate experience, strengthens talent retention, and supports long-term organizational success.

Qualifications

  • Nonprofit or public service sector experience preferred.
  • Knowledge of employment law, HR best practices, and compliance requirements.
  • Demonstrated success in building inclusive, high-performing teams.
  • Excellent interpersonal, communication, and problem-solving skills.
  • Experience with HRIS software; experience with Lattice is preferred.

A.

  • Minimum of 7–10 years of progressive HR experience, with at least 3 years in a leadership role.

B.

  • Bachelor’s degree in Human Resources, Business Administration, or related field.

C.

  • Must be proficient in basic MS Office programs, including MS Word, Excel, PowerPoint, and Outlook. Must have knowledge and experience using internet job boards to locate opportunities.

D.

  • Good written and verbal communication skills are required; Courteous and responsive.
  • Able to establish and maintain effective working relationships and work with others;
  • Able to maintain professionalism at all times.

E.

Organized, dependable, innovative, flexible, analytical, and self-directed; able to work independently and within a team effectively; Demonstrated cultural competence and responsiveness and a sincere interest in the mission and vision of the organization.

Pay: $125,000.00 per year
