The HR Director plays a pivotal role in advancing VHA’s mission by building and sustaining a strong workforce through exceptional recruiting practices, data-driven people systems, and values-aligned leadership support. This role partners closely with executive leadership and department leaders to ensure the right people are in the right roles at the right time—supported by scalable, compliant, and humane HR infrastructure.

  • Excellence – Committing to high standards in performance, culture, and veterinary care.

Culture

VHA cultivates a high-trust, high-performance environment where people feel seen, supported, and accountable. We value psychological safety, clarity of expectations, and values-based leadership.

The HR Director serves as both a cultural steward and a systems expert, ensuring people practices are consistent, transparent, and scalable—without losing the human element.

Role Definition: HR Director

The HR Director is responsible for leading talent acquisition strategy, UKG workforce system ownership, and core HR operations across VHA. This role balances strategic leadership with hands-on execution, ensuring recruiting pipelines are strong, hiring decisions are data-informed, and HR systems fully support operational and clinical excellence.

A key priority of this role is to function as VHA’s UKG Super User, optimizing system configuration, reporting, workflows, and adoption across teams.

Core Competencies

  • UKG System Expertise – Serves as the primary UKG Super User, overseeing configuration, reporting, workflows, audits, and continuous system optimization.
  • Strategic HR Leadership – Aligns people strategy with organizational growth, financial realities, and workforce demand.
  • Employee Relations & Performance Management – Navigates employee matters with fairness, empathy, and consistency while reinforcing accountability.
  • HR Operations & Compliance – Ensures compliance, policy integrity, and accurate HR data across the employee lifecycle.

Success Factors

  • Recruiting Effectiveness – Reduced time-to-fill, improved candidate quality, and strong hiring manager partnership.

  • System Mastery & Accuracy – UKG data integrity, reliable reporting, and streamlined HR workflows.
  • Process Clarity – Clear hiring, onboarding, and performance management processes that leaders understand and trust.
  • Emotional Intelligence – Balances compassion with firm boundaries and expectations.
  • Executive & Leadership Partnership – Operates as a strategic advisor, not a transactional function.

Strategic Outcomes

  • Robust Talent Pipeline – Consistent, proactive recruiting for clinical, operational, and leadership roles.

  • Optimized UKG Utilization – UKG used to its full capability for hiring, onboarding, performance tracking, and reporting.
  • Leadership Confidence in Hiring – Managers are supported with tools, data, and guidance to make strong hiring decisions.

Reduced Risk & Increased Compliance – Accurate records, consistent processes, and proactive issue management.
