Human Resources Director

The mission of Alum Rock Counseling Center (ARCC) is to heal families and inspire youth to reach their full potential. For 50 years, ARCC has provided a wide range of behavioral health counseling and school- based support, designed to promote health equity & educational equity, and ensure that high-risk youth stay safe, in school, and drug & violence free. The agency supports a predominantly Latinx (83%) population in underserved schools and neighborhoods throughout Santa Clara County with a focus on the high-need area of East and Central San Jose. ARCC staff provide services to youth and caregivers who otherwise might struggle to afford and/or access quality care. In 2023-24, the agency served 5,000+ individuals, through 13 different programs, including individual and family counseling, substance use prevention education, youth mentoring, family reunification, parent training/support, and services in 30+ high-need schools.


We have 85 full-time employees and over 25 dedicated volunteers that make our program run. POSITION SUMMARY:

HRD will have a strong generalist/business partnership background and current knowledge of emerging HR trends and practices. Under the direction of the CEO, the HRD will collaborate with management to maintain and implement various programs and initiatives. The HRD will identify risks, impacts and actions that will affect Agency. The HRD will oversee Employee Relations, HR Compliance, Benefits Administration, Compensation, Performance Management, Onboarding/Off boarding, Business Insurance and more. The HRD must be a self-starter, strategic thinker, action driven, flexible in changing direction and methods, thrive in a fast-paced environment, excel at managing multiple priorities, succeed in communicating with all levels within the organization and provide immediate contribution to the development and delivery of effective HR solutions.


DUTIES:

  • In conjunction with the CEO, manage all employee relation matters and management concerns. Identify issues and recommend solutions to the CEO.
  • Create and manage scalable processes and policies to keep up with company changes and growth.
  • Provide support and trainings to management on processes, policies and best practices.
  • Partner with management to determine strategies that will help drive results and support change management activities.
  • Ensure appropriate execution of all HR-related programs and initiatives.
  • Facilitate an annual company-wide performance review process.
  • Conduct on-going compensation reviews to ensure company maintains competitiveness within identified market.
  • Manage employee benefits programs. Review and assess benefit needs and trends. Recommend benefit programs. Coordinate annual benefits open enrollment in partnership with our benefits brokers.
  • In coordination with CFO, oversee 403b administration.
  • Ensure legal compliance related to employment matters. Implement applicable federal, state and local requirements. Maintain records, policies, Company and management guidelines, and recommend/implement changes. Guarantee completion of all company required employee and manager trainings.
  • Update and maintain personnel files, databases, current documents relating to human resources, ensuring accuracy for annual audits.
  • Process new hire paperwork, including background checks, flex benefit calculations, and benefits enrollment.
  • Conduct new hire orientations and employee exit process; including final paycheck, COBRA notifications.
  • Administer employee leaves and maintain employee leave records; FMLA/CFRA/Disability, etc.
  • Working in conjunction with the CFO administer all Worker's Comp insurance, business insurance; including company vehicles and ensures compliance with policies.
  • Performs other duties as assigned for the benefit of the agency.

QUALIFICATIONS:

  • Bachelor’s Degree in business, human resources, counseling, communications or applicable area of study REQUIRED. Master’s Degree preferred.
  • PHR/SPHR or SHRM Certification STRONGLY PREFERRED.
  • MINIMUM 5-7 years; experience as sole-practitioner/HR Generalist with increasing responsibilities in employee and labor relations, compensation, workforce planning, recruitment and selection, leadership and organizational development, as well as benefits administration.
  • Non-Profit Experience preferred.
  • Strong verbal and written communication skills and effective interpersonal/relational skills.
  • Knowledge of and experience applying California labor law, as well as experience developing related policies and procedures.
  • Proficient in MS Office, particularly in Excel, PowerPoint and Word.
  • Ability to lift up to 25 lbs.
  • Able to work independently and as a positive member of a team.
  • Fingerprinting and background check as required by the Department of Justice.
  • Valid CA driver’s license, an automobile for agency travel, and proof of current auto insurance.
  • TB clearance required.
  • TB test clearance required every 2 years
  • COVID19 vaccination and booster, highly recommended
