Human Resources Director

Premier Care is seeking a dynamic, hands-on Human Resources Director to lead all people operations at our Hauppauge, NY wet wipes manufacturing facility — while also providing strategic HR oversight for our brand-new, start-up manufacturing facility in Arlington, TX. This is a high-impact, end-to-end HR leadership role for a seasoned HR professional who thrives on the floor as much as in the boardroom. You will be the strategic partner and tactical executor for a workforce in New York, managing a team of one in Texas, and building the people infrastructure that powers our growth.

Bilingual candidates (English/Spanish) are strongly preferred, reflecting the rich diversity of our manufacturing team.

What You’ll Own:

Strategic HR Leadership

  • Serve as the sole senior HR leader on-site, owning the full employee lifecycle from hire to retire for a fast paced and growing manufacturing workforce.
  • Partner with site leadership and executive team to align people strategy with operational and business goals.
  • Design, implement, and continuously improve HR policies, programs, and processes that support a high-performance culture.
  • Provide proactive counsel to managers on organizational design, workforce planning, and change management initiatives.

Talent Acquisition & Onboarding

  • Lead full-cycle recruiting for hourly, skilled trades, and salaried positions across the facility.
  • Build robust pipelines for hard-to-fill manufacturing roles, leveraging community partnerships, job fairs, and staffing agencies.
  • Develop and deliver a structured onboarding experience that drives early engagement and retention.
  • Champion bilingual recruiting and onboarding materials to ensure accessibility for all employees.

Employee Relations & Culture

  • Act as the first point of contact for employee relations issues; conduct thorough, fair, and timely investigations.
  • Foster a respectful, inclusive, and safe workplace culture across all shifts and departments.
  • Develop and facilitate training programs on topics including harassment prevention, diversity & inclusion, leadership development, and performance management.
  • Serve as a trusted resource and advocate for hourly employees on the production floor — visibility and approachability are essential.
  • Administer and facilitate bilingual communications to ensure all employees are informed, engaged, and heard.

Compliance & HR Operations

  • Ensure full compliance with federal, New York State, and local employment laws, including FMLA, ADA, FLSA, OSHA, EEO, and workers’ compensation.
  • Oversee HR administration including HRIS management, personnel records, I-9 compliance, and ADP payroll coordination.
  • Manage benefits administration, open enrollment, leave of absence programs, and accommodation processes.
  • Partner with EHS (Environmental Health & Safety) to maintain and promote a safe working environment in compliance with OSHA manufacturing standards.
  • Prepare and present HR metrics, turnover analysis, and workforce reports to senior leadership.

Performance Management & Development

  • Own and administer the annual performance review cycle, including goal-setting, calibration, and merit processes.
  • Coach and develop front-line supervisors and managers on effective people management practices.
  • Identify high-potential employees and build succession pipelines for key roles.
  • Design and manage progressive discipline and performance improvement processes.

New Facility Start-Up Oversight — Arlington, TX

In addition to leading HR operations in Hauppauge, the HR Director will provide strategic HR oversight for Premier Care’s brand-new manufacturing facility in Arlington, TX — managing and mentoring a dedicated on-site HR team member in Texas and ensuring a consistent, compliant, and people-first HR foundation is established from day one.

  • Lead the HR infrastructure build-out for the Arlington facility, including policy rollout, onboarding processes, organizational structure design, and a compliance framework aligned with Texas state employment law.
  • Directly manage, coach, and develop the Texas-based HR team member, providing day-to-day guidance, performance oversight, and professional growth support.
  • Partner with Arlington site leadership, operations, and the executive team to support mass hiring efforts, pre-opening training, and culture integration for the new Texas workforce.
  • Ensure HR policies, handbooks, and compliance programs are tailored to Texas employment law requirements while maintaining consistency with Premier Care’s enterprise-wide people standards.
  • Collaborate with the Hauppauge HR function to replicate best practices, share resources, and build a scalable multi-site HR model as Premier Care continues to expand nationally.
  • Travel to the Arlington facility as needed during the start-up phase to provide in-person HR leadership, training, and hands-on support.

What You Bring

Required Qualifications

  • 7+ years of progressive HR experience, with a minimum of 3 years in a manufacturing environment.
  • Demonstrated experience as a standalone or senior HR leader — this is a hands-on, do-it-yourself role, not just a strategic one.
  • Deep knowledge of New York State and federal employment law, including FMLA, ADA, FLSA, OSHA, and EEO regulations.
  • Proven track record managing high-volume hourly workforces (300+ employees).
  • Experience with ADP or comparable HRIS/payroll platforms.
  • Strong employee relations skills with experience conducting investigations and managing complex HR situations.
  • Exceptional communication skills with the ability to connect with employees at all levels of the organization.
  • Bachelor’s degree in Human Resources, Business Administration, or related field (or equivalent experience).

Preferred Qualifications

  • Bilingual in English and Spanish — strongly preferred given the composition of our workforce.
  • HR experience in consumer goods, wet wipes, personal care, or food & beverage manufacturing.
  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
  • Experience with multi-shift manufacturing operations.
  • Familiarity with union environments or labor relations is a plus.
  • Master’s degree in HR, Business, or Organizational Development.
